City Council Approves Solid Waste Rate Increases Following County Fee Hike
The City Council held a public hearing regarding proposed increases to solid waste services charges, complying with Proposition 218. The county has negotiated a new Waste Infrastructure System Enterprise (WISE) agreement, significantly increasing the disposal gate rate from $43.76 to $67 per ton. This increase necessitates a 13.1% rise in service rates from the waste hauler, CR&R. For a single-family home, this translates to an additional $3.35 per month. The council was informed that this disposal rate increase is county-imposed and affects all haulers, not just CR&R. Neighboring cities are also facing similar increases. Despite some resident concerns about the timing of the notice and the impact on fixed incomes, the city clerk confirmed that the required number of written protests to block the increase (50% of properties) was not met. The council voted unanimously to approve the resolution for the rate increases, acknowledging that the county-level negotiations limit their direct control over the initial cost drivers.
City Council Approves Further Exploration of Pump Track Project
The City Council received a feasibility analysis for a proposed pump track project and was asked to provide direction on whether to move forward with it as a capital improvement project for fiscal year 26-27. The analysis covered potential funding sources (park in lieu fees on private property via easement/lease), possible locations, liability and insurance, maintenance and operations costs, and next steps. The council was informed that park in lieu fees can be used on private property if it provides a public benefit and access is secured through an agreement with AFCA. While liability is considered manageable with existing government and health codes providing some immunity, insurance premiums are not expected to increase. Annual maintenance is estimated at $12,000, with potential for donation offsets from the Orange County Mountain Bike Association. The project was presented as having a low investment and high return, being multi-generational and multi-wheel discipline friendly. The council voted unanimously to move forward with staff exploring the project further, including negotiations with AFCA and public outreach via the city website.
