City Council Approves Slurry Seal and Pavement Improvement Projects

The City Council approved two contracts for pavement management projects. The first contract was awarded to Pave Northwest Inc. for $212,277.17 for the 2026 slurry seal projects, which include sealing 18 street segments totaling approximately 2.5 miles and the parking lot at the water treatment plant. The second contract was awarded to Knife River Materials for $733,317 for the Southeast Stevens Street Pavement and Curve Ramp Improvement Project, which involves a grind and overlay and upgrades to 18 ADA sidewalk access ramps. Both projects are funded through various city funds, including the transportation fund, and are within budget. The bids received were significantly lower than engineer estimates due to conservative asphalt pricing and lower concrete sidewalk costs.

Residents Address Sanctuary City Status, Police Conduct, and City Governance

During the audience participation segment, residents voiced concerns and opinions on several issues. Melissa Sherwood spoke passionately about the city's reaffirmation of its sanctuary city status, criticizing online threats against council members and clarifying the legal implications of sanctuary laws. Lori Washington agreed with Sherwood, suggesting an ordinance that provides clarity and job security for city employees. Giuseppe Caltabiano, an immigrant and naval officer, offered observations on Ordinance 3626 (sanctuary laws), Pride Month proclamations, and the management of homelessness, urging precision and focus on core city responsibilities. Max Smoot and Betsy Cunningham detailed disturbing incidents involving police conduct during homeless sweeps, including alleged excessive force and the drawing of a weapon, urging accountability and better training. The council also discussed the process for adding items to the agenda and addressed community concerns about parking tickets and police response.
