Urban Renewal Agency Approves Tenant Improvement Grant Program to Combat Downtown Vacancy
The Urban Renewal Agency discussed and approved the creation of a Tenant Improvement Grant Program to revitalize downtown commercial spaces. This program, funded by $1.5 million from the downtown district and $500,000 from the riverfront district, aims to reduce commercial vacancy rates by providing grants for permanent building improvements. The program will be piloted for five years, with grants covering up to 70% of project costs, capped at $250,000 per grant. Applications will be accepted from building owners, managers, or business tenants, and eligibility criteria include filling vacant spaces or preventing long-term vacancy, with additional priorities for ground-floor activation, energy efficiency, downtown employment, and support for marginalized populations. Several right-of-way projects, including landscaping at Broadway and Olive, and pedestrian improvements on Oak and Pearl Streets, were also previewed.
City Council Advances Residential Energy Performance Disclosure Requirement
The City Council discussed and directed the City Manager to schedule a public hearing for a proposed ordinance establishing a Residential Energy Performance Disclosure Requirement. This ordinance mandates that sellers disclose a home's energy score when listing it for sale, using the US Department of Energy's Home Energy Score tool. The program aims to increase transparency about energy usage and costs, educate homeowners and buyers, and connect them with resources for efficiency upgrades. While broad community support was found, concerns about market impact were noted. Similar programs exist in four other Oregon cities without discernible negative market impacts. The estimated ongoing cost for implementation and management is $100,000 annually. Discussions covered potential conflicts with federal appraisal requirements, exemptions, dispute processes, and funding mechanisms.
