Radnor Township to Establish First Public Art Commission
Resolution 2026-83 was introduced to establish Radnor's first Public Art Commission. This commission will be tasked with developing a township-wide public art program, including associated legislation and program details. The resolution aims to create opportunities for public art to enhance community spaces, celebrate history, reflect values, inspire creativity, and foster connection. The commission will engage residents, identify locations, develop standards, and review processes before bringing recommendations to the Board of Commissioners. This initiative is seen as a natural step for Radnor, drawing inspiration from Philadelphia's renowned public art scene. The resolution passed, with commissioners expressing enthusiasm for the potential beautification and community identity strengthening.
No Parking on West Side of Francis Avenue to Enhance Safety and Access
Ordinance 2026-15 was introduced to implement no parking on the west side of Francis Avenue for its entire length. This measure aims to improve public safety, ensure safe travel, and facilitate access for emergency vehicles (trash trucks, fire, EMS) and snow plows. The street is narrow, and parking currently occurs naturally on the east side. The ordinance intends to formalize this, preventing potential issues during peak parking times or with development. There is no known opposition from residents, and parking on the opposite side remains available. The ordinance passed.
Handicap Parking Spaces to be Added at Wayne Senior Center
Ordinance 2026-16 was introduced to convert four metered parking spaces on the west side of the Wayne Senior Center to handicap parking spaces. This change aims to improve accessibility to the center for seniors and patrons of nearby restaurants during evening hours. The conversion was driven by the Wayne Senior Center and its constituents. The four spaces are located near the main entrance of the center. Public comment was not received, and the ordinance passed.
Contract Awarded for Skunk Hollow Culvert Replacement Design
Resolution 2026-82 was presented to authorize the award of a contract to GFT, Incorporated, for the design, permitting, and bidding documents for the replacement of the Skunk Hollow culvert. The existing culvert is beyond repair and needs replacement. The culvert is crucial for access to the Skunk Hollow Park parking lot and the public works leaf recycling area. The contract amount is $297,400. GFT will manage the permitting process with DEP concurrently with the design. Following permit approval and design completion, public bids will be sought for the construction. Commissioners inquired about the design fee, which was justified as a percentage of the estimated $1 million total project cost and standard for such infrastructure projects. The access road to the culvert was also noted as needing safety improvements as part of the scope. The resolution passed.
Radnor Township Proposes Stricter Ordinance for Non-Conforming Uses and Structures
The Board of Commissioners discussed the introduction of Ordinance 2026-17, which aims to significantly revise the township's zoning code regarding non-conforming uses, structures, and lots. The proposed ordinance seeks to provide clearer standards and more restrictions, particularly for voluntary demolition of non-conforming structures, requiring new construction to comply with current zoning. It also addresses changes between non-conforming uses and the consolidation of undersized non-conforming lots. The ordinance introduces a presumption of abandonment for non-conforming uses if they cease continuously for one year, though property owners can provide evidence to rebut this presumption. The solicitor explained the legal basis for protecting non-conforming uses in Pennsylvania and how the proposed changes align with or enhance existing regulations to prevent unchecked expansion or redevelopment without compliance. Public comment sought clarification on how the ordinance might affect provisions within the Garrett Hill Overlay District, and the solicitor confirmed it would only apply to non-conformities with the Garrett Hill ordinance itself, not supersede its specific provisions. The ordinance is set for a public hearing on July 20th.
