City Council Adopts Ordinance Regulating Short-Term Rentals

City Council Approves EMAC Agreement for Inter-State Emergency Mutual Aid
The City Council authorized the Mayor to execute the Emergency Management Assistance Compact (EMAC) agreement. This agreement allows the city to send emergency response personnel (like firefighters) to assist other states, such as Idaho, Oregon, or California, during major disasters, similar to how they are deployed for wildland mobilizations within Washington. There is no obligation for the city to send personnel; it merely provides a framework for mutual aid. The agreement can be terminated by either party with 30 days' notice. Assistant Chief Andrew Shaw presented the item, explaining its purpose and benefits.
City Council Adopts Updated Goals and Priorities for 2026-2028
The City Council adopted the Pullman City Council Goals and Priorities for 2026 through 2028. The goals have been adjusted to align with a July to June timeline, addressing a staff concern that the previous 2-year goals did not mesh well with council and budget cycles. Shawn explained that the updated document specifies months for goal application to help both current and incoming council members acclimate. The adjusted timeline also better aligns with budget cycles and the legislative agenda. No other changes were made from the previous council meeting's discussion.
City Council Approves 6-Year Capital Improvement Program (2027-2032)
The City Council approved the 6-year Capital Improvement Program (CIP) for the years 2027 through 2032. A public hearing was held previously, with four written comments submitted. Councilmember McDonald raised a question about the city's ability to be nimble with the CIP in case of emergencies, such as the dislodged pedestrian bridge. Shawn, presumably a city staff member, clarified that CIP amendments can be made throughout the year, and the approved plan locks in the current priorities while allowing for flexibility to address unforeseen issues like emergencies. He assured that projects would be moved around if necessary and that the council would be consulted on funding for significant unexpected projects.
City Council Approves Permanent Regulations for Electric Scooters and Bicycles
The City Council approved Ordinance 26-11, which permanently amends city code sections related to electric scooters and bicycles. This ordinance aligns with the current moratorium and aims to establish permanent regulations for these modes of transportation. The changes will take effect, ending the need for moratoriums. RJ Loder, Community Development Director, presented the ordinance, noting that previous discussions on February 24th and May 19th informed these changes. Councilmember Parks moved to adopt the ordinance, and after a brief clarification on reading the ordinance, it was passed.
