Lewiston City Council Budget Session #3 - 6/22/2026
Published: Jun 22, 2026
City Council Discusses Police Union Contract Negotiations
The City Council discussed potential changes to the collective bargaining agreement with the Lewis Clark Lodge, number 10, Fraternal Order of Police. Key discussion points included specialty pay for roles like firearms instructors, fitness, breath testing, education, and investigations. The union is proposing an increase in detective pay from 5% to 6% and weekend standby pay for the investigations team. The council also addressed the union's desire to maintain a 'for cause' termination policy instead of moving to an 'at-will' policy, which is standard for other city employees. Discussions also touched on overtime calculations, specifically whether vacation and sick leave should count towards hours worked for overtime pay, with the council previously directing staff to negotiate for '40 hours worked before overtime.' The cost of weekend standby pay for investigations was estimated at approximately $21,000 annually. The need to resolve these negotiation points was emphasized due to upcoming budget publication deadlines.
City Council Reviews Budget Process, Faces Shortfall Requiring Tax Adjustments
City Treasurer Amy Gordon presented an overview of the budget process and preliminary discussions for the upcoming fiscal year, highlighting key revenue streams and expenditure areas. The city is facing a $400,000 shortfall in the general fund and is considering a 2% property tax increase to balance the budget, totaling $482,590. An additional 1% property tax increase is proposed to fund facilities maintenance, replacing reserve funding. The city also plans to use foregone taxes to cover new items, such as FOP contract negotiations and departmental budget increase requests. Gordon detailed adjustments to state shared revenue and liquor revenue due to formula changes and declining trends, recommending downward adjustments in the budget to align with actual collections. Reserve fund usage for fiscal year 2026 is projected at $721,000, leaving over $9 million in reserves. The presentation also covered the upcoming tax open house and the process for budget adoption, including public hearings and readings of ordinances.
