UNMB Bank Appointed as Paying Agent for City Debt
The council approved Resolution 144-2026, appointing UNMB Bank NA of West Des Moines as the paying agent, note registrar, and transfer agent for the city's debt obligations. The council approved the combination of the anti-harassment and equal employment opportunity policies into a single document. This consolidated policy incorporates updated federal law regarding protected classes and the EEOC, defines terms such as harassment, hostile work environment, microaggressions, and bullying, and outlines reporting procedures through a service called 'Plain Sight'. Annual mandatory training for supervisors on harassment is included, and overall responsibility is assigned to the city's title 6 coordinator.
City Council Approves Updated Substance Abuse Policy
The council considered updates to the substance abuse policy, which was separated into its own standalone policy. Changes include adding a definition table for terms like illegal substances tested for and a 'Reasonable Suspicion Documentation' section for supervisors. The policy clarifies consequences for applicants who refuse or test positive for drug use, stating disqualification for refusal and a 12-month reapplication period for positive tests. The motion to approve passed.
Federal TAP Funding Approved for Oxbow Lagoon Trail Extension
