Corville Approves Engineering Services for Critical Oakdale Trunk Sewer Improvements

The City Council approved a resolution authorizing an engineering services agreement with Beanster and Kim, Inc. for the Oakdale Trunk Sewer Improvements 2027 project. This project aims to address conditioning capacity issues by replacing deteriorated manholes and installing larger pipes in certain sections of the existing Oakdale trunk sewer. The work will occur between the Crandic Railroad and Holiday Road. This project is the culmination of previous large infrastructure projects, including the Oakdale Boulevard force main improvements and the West Landuse central trunk sewer, which allowed for the redirection of heavy wastewater flows from the medical classification center. The project is critical and had been on hold pending completion of those prior projects.

Corville Council to Discuss Proclamation and Purchasing Policies, Welcoming Weeks

During the City Attorney's report, Council members Freeman, Winn, and Kenson expressed a desire to discuss the city's proclamation policy and purchasing policy at a future meeting. Council member Kenson noted that Iowa City's council dedicates significant time to proclamations and suggested a policy to manage them more effectively, possibly allowing passionate council members to read them. Council member Peterson also voiced support for discussing the proclamation policy. Additionally, Council member Winn mentioned attending a community meeting for 'Welcoming Weeks' in September and invited other council members to join the planning committee, suggesting Corville could have a more central celebration. Council member Peterson and Kenson also echoed the desire to discuss the proclamation and purchasing policies.

Corville and Iowa City Schools Update Agreement for Preschool Programs

The city is updating its inter-agency agreement with the Iowa City Community School District regarding before and after school programs at Borlo, Van Allen, and Wickham elementary schools. This update specifically includes provisions for students enrolled in 4-year-old preschool, ensuring dedicated space for preschool programming within each school. The agreement is a standard update that occurs every few years and does not supersede existing partnership programs. The school district officially offers all-day preschool starting this upcoming school year, with this agreement supporting the wraparound services. While initial numbers for preschool before/after programs have not been overwhelming, the city has budgeted for 12 preschool children in FY27 with specific staffing. Space in preschool-allocated areas will be used for these programs.

Corville to Explore Free Public Transportation Following Service Changes

The city is implementing a free bus system, following the cessation of service by the previous provider. North Liberty is launching a similar free bus system, which has lower costs than Corville's previous contract. Council members expressed interest in monitoring this development and exploring the possibility of implementing a free bus service for Corville residents, potentially expanding service to more areas. Council member Peterson shared an article about North Liberty's plan and has forwarded it for further review. The council plans to discuss this further as more information becomes available.

Corville Approves Rezoning for 63-Unit Multifamily Development in Oakdale Overlook

The City Council considered and approved an ordinance to amend the Corville Community Plan land use map for a 3.69-acre portion of the Oakdale Overlook subdivision. The amendment changes the designation from 'corridor commercial' to 'high-density residential' to allow for a 63-unit multifamily building. This change supports the community plan goals of providing diverse housing types and maintaining a balance of housing within the community. The development is located near amenities such as clinics, grocery stores, and schools. The Planning and Zoning Commission recommended this amendment with a 6-0 vote.
