North Liberty Reminds Residents of Fireworks Ordinances Ahead of Holiday
Mayor Hoffman addressed the upcoming fireworks display, noting that while state law permits fireworks on July 3rd and 4th, discharging them within city parks, on city streets, or on property not owned by the individual is illegal in North Liberty. He urged residents to be respectful of these rules and their neighbors.
City Proclaims Congolese Independence Day and World Refugee Day, Recognizing Cultural Contributions and Global Humanitarian Efforts
Mayor Hoffman presented two proclamations: one for Congolese Independence Day on June 30th and another for World Refugee Day on June 20th. The proclamation for Congolese Independence Day recognized the nation's independence in 1960, its role in global development through natural resources and cultural heritage, and the contributions of Congolese Americans. It also noted the national football team's return to the FIFA World Cup and acknowledged ongoing humanitarian challenges in eastern Congo. The World Refugee Day proclamation highlighted the UN's designation of the day, the global displacement crisis, and the contributions of refugees to communities in Iowa and nationwide. Both proclamations encouraged residents to celebrate these occasions, foster understanding, and recognize the resilience and contributions of the Congolese and refugee populations. Members of the Congolese and refugee communities spoke, expressing gratitude for support and highlighting the challenges faced by those displaced by conflict.
Updates on Fire Station, 380/20 Penn Interchange, Roundabout Construction, Forever Green Road Extension, and Community Center Parking Lot Repairs
During the engineer's report, updates were provided on several infrastructure projects. The construction manager at risk process for the fire station building is advancing, with staff scoring submittals and inviting the top five firms to submit cost proposals and undergo interviews in July. For the 380/20 380 Penn interchange, the current ramp closure continues, with the second southbound on-ramp closure now targeted for late July or early August. Roundabout construction at Freverine Road and Jasper is progressing with a traffic shift and temporary pavement underway. The Forever Green Road extension phase one, a joint project with Corville, had its construction contract awarded to PCI, with half the project to be completed this year and the remainder next year. Repairs to the community center parking lot are ongoing, with sections of the access drive and main entrance being repaved, and the old top layer of asphalt to be removed and redone. Additionally, storm sewer work has temporarily closed the trail at Sunset Prairie, with hopes for reopening next week. A resident raised concerns about soil runoff and drainage issues affecting the Sunset Prairie trail by Grace Community Church.
Resident Raises Safety Concerns Over E-Bikes and Scooters, Council Acknowledges Regional Study
During the public comment section of the city council meeting, resident Randy Dolson voiced concerns regarding the unsafe use of electric bikes and scooters within the community. He detailed observed instances of reckless riding by young individuals, including speeding on sidewalks and streets, riding with cell phones, and startling pedestrians on trails without warning. Dolson suggested potential solutions such as mandatory safety courses, registration for electric bikes and scooters, and clearer signage for courteous riding. He cited examples from Hankity and Marion regarding e-bike regulations and mentioned that Dubuque is averaging 15 calls per week related to electric scooter and bike accidents. Mayor Hoffman acknowledged these concerns, stating that the city and the Metropolitan Planning Organization are studying the issue regionally to develop appropriate rules.
Council Approves FY 2027 Salary Resolution and Authorizes Water Revenue Borrowing, Passes Water and Sewer Rate Increases
The council considered and approved the FY 2027 salary resolution, which authorizes salaries and hourly wages for city employees for the fiscal year July 1, 2026, through June 30, 2027. The resolution passed with a unanimous 4-0 vote. Additionally, the council approved a resolution (2026-73) to set a date for a public hearing on a proposal to enter into a water revenue loan and disbursement agreement, borrowing up to $2 million. This also passed with a unanimous 4-0 vote. Finally, the council passed ordinances to increase water and sewer rates. Ordinance 2026-08, amending chapter 92.02 of the municipal code, increases charges for water usage. Ordinance 2026-09, amending chapter 99.02, increases charges for sanitary sewer services. Both ordinances passed with unanimous 4-0 votes.
