Ontario City Council Ratifies 2026 Snake River Valley Mutual Aid Agreement
The City Council approved the 2026 Snake River Valley (SRV) Mutual Aid Agreement, updating the existing framework that was established in 1968. The agreement involves 38 departments, including BLM, and facilitates joint training and response for medium to large incidents. The update primarily involves incorporating current Oregon and Idaho state codes. The operations plan referenced within the agreement includes spending limits for SRV Chiefs officers, a communications policy, an accountability system, a portable toilet policy, and mutual aid request guidelines. Chief Benson highly recommended its approval due to its value and critical importance for emergency response.
Ontario City Council Approves Simplified Rural Fire Contract
The City Council approved an amended and restated rural contract for fire suppression and other services, simplifying the calculation of annual amounts due. The new method uses a five-year average of city calls into the rural district (approximately 12%) multiplied by the previous fiscal year's fire department expenditures, plus the city's insurance costs for rural vehicles. This streamlined process allows for earlier notification of contract costs, reducing negotiation time. The contract, which expires at the end of the month, was signed by the rural board in early June and recommended for approval by the fire chief and city manager. Councillors Braden and Mills were noted as part of the negotiation team.
Resident Urges City Council to Prioritize Affordable Housing, Animal Welfare, and Recycling
During the public comment section, Anna Tubbs addressed the council, urging them to continue discussions and planning around affordable housing, low-income and transitional housing, tiny housing communities, and day housing services like the OASIS House. She also recommended exploring solutions for animal welfare infrastructure, noting the community's lack of an animal shelter and parks. Additionally, Tubbs suggested expanding recycling opportunities, particularly for low-income housing, and using fewer chemicals in parks, with notification required when spraying occurs. She encouraged the city to consider these needs in future grant applications and development efforts.
Ontario City Council Explores Alternative Plans for Flag Installation Amidst Budget and Safety Concerns
The City Council discussed the progress and future plans for a flag installation project, initially budgeted at $50,000 but receiving a single bid of $154,000, significantly exceeding the allocated funds. Additionally, the proposed location near Idaho Power lines was deemed non-compliant with OSHA regulations. As an alternative, the city is exploring relocating the flag to Lions Park. The council also considered a proposal to use the existing base for a bronze statue honoring emergency response groups (fire and police) instead of removing it, with potential collaboration with the Sullivan family regarding a plaque dedication. The city is awaiting cost proposals for the Lions Park location and the monument idea.
Ontario City Council Adopts 2026-2027 Annual Budget
The City Council held a public hearing and adopted the city's annual budget for 2026-2027 through Resolution 2026-116. Due to a declared conflict of interest by Councilmember Mills regarding grant and building funds (as he provides contracted direct services for grant funds and his wife is employed by the building department), two separate motions were necessary. The council approved appropriations for the grant and building funds first, followed by approval of all remaining elements of the budget, including tax imposition. The budget was prepared by Finance Director Carrie Ott and presented as unchanged from the committee-approved version.
