The City of Nampa presented its FY27 community budget, a comprehensive document detailing financial plans and priorities. The budget process began in July, focusing on community needs and driving departmental goals aligned with four key areas: a safe and healthy community, economic opportunity, excellence in city government, and movement in and through Nampa. The budget book, a 589-page document, outlines how funds are allocated to departments to meet these identified city priorities. The presentation emphasized fiscal responsibility and conservative budgeting, with a focus on maintaining existing projects and avoiding new initiatives until formal leadership is established. Key financial goals for the year included holding operational costs to zero, maintaining or improving labor positions to be competitive with comparable municipalities, and reducing the capital budget to more accurately reflect achievable projects. The budget also addresses the need to improve pay structures to match other cities and retain staff. A significant portion of the budget focuses on public safety, with the police department being the largest single department. Enterprise funds like golf, irrigation, sanitation, water, and wastewater are funded by fees, not property taxes. Special revenue funds, including 911, airport, library, and parks, receive a portion of property taxes and state-shared revenues. A major financial consideration for the upcoming year is the repayment of debt for the wastewater treatment plant. The budget details revenue sources, including property taxes (17% of total funding), state-shared revenues, interest income, and transfers. Property taxes constitute 55% of general government funding. Key budget adjustments for FY27 include a decrease in the net budget by $17.1 million, largely due to the conveyance of the Ford Idaho Center, which removed $11.1 million from the budget. Adjustments also include increases in labor and benefits ($3.4 million, primarily due to healthcare costs), a decrease in operational costs ($8.1 million), an increase in debt service ($8 million for the water treatment plant loan), and a decrease in capital spending ($12 million). The budget emphasizes controlling new staff hires, with only seven new FTEs requested compared to 25-35 in prior years, including four for the police department. Despite efforts to control costs, challenges remain, including increased healthcare costs, deferred maintenance on city facilities and infrastructure (streets, water, sewer lines), and maintaining adequate police staffing to match population growth. The budget document is available online on the City of Nampa website, and public feedback is encouraged before the final council review and public hearing on August 17th. The clerk's office must receive feedback by August 12th at noon for inclusion in the public hearing packet.
