Resident Criticizes Road Conditions, School Budget Impact, and City's Financial Health
A resident, Greg McNamara, voiced concerns about the condition of Madison Avenue at its intersection with the St. Lawrence River and the entrance to the Diamond property, describing it as a 'disaster in the road.' He also expressed disappointment with the passage of the school budget, believing it would increase taxes for the middle class and criticizing the superintendent's use of 'fear-mongering tactics' regarding potential impacts on sports facilities. McNamara noted the lack of activity on the council's agenda and urged for more focus on addressing the city's financial situation, suggesting the city is facing imminent bankruptcy. He also commented on the perceived lack of education among students who picketed regarding the school budget.
City Approves MOU for Firefighter Training Liability Waiver with NY State
The City Council approved a resolution authorizing the city manager to execute a Memorandum of Understanding (MOU) with the New York State Division of Homeland Security, Emergency Services, or the Office of Fire Prevention and Control for firefighter training. This MOU essentially acts as a liability waiver, meaning the state will not be held responsible for any injuries that may occur during training at the New York State Fire Academy. This measure follows a tragic incident at the fire academy in 2021. The council had previously considered a similar MOU last year.
Process for Filling Vacant Council Seat and Upcoming Special Election Outlined
The City Council discussed the process for filling a vacant city council seat. A vacancy committee will meet to review resumes, and the council will hold a special meeting on July 8th to review the committee's report and take action. A special election will be held in November to fill the remaining three years of the term. Information was provided regarding party nominations, with Democratic Chair John Freer Stevenson and Republican Chair Fred Bean identified. Interested candidates must reach out to their respective party chairs by July 23rd for nomination.
New Policy on Gender-Based Violence in the Workplace to be Presented for Council Review
The City Council discussed a proposed policy on gender-based violence in the workplace, recommended by the city's labor legal team to comply with new New York State guidelines. The policy outlines how the city will share information regarding gender-based violence, support services for employees and survivors, and ensures compliance with state laws like the Human Rights Law. This policy is distinct from existing sexual harassment training. The council will review the policy language and it will undergo a public hearing process before potential adoption.
City Council Approves Three-Year School Resource Officer Contract with Special Patrol Officers
The City Council discussed and approved a resolution authorizing the city manager to sign a three-year School Resource Officer (SRO) contract with the Augensburg City School District. This contract, identified as Bill number 66, will provide two School Resource Officers. A key change in this agreement is that the officers funded by the school district will be 'special patrol officers' (retired law enforcement with peace officer status), rather than sworn police officers. The city will still provide one police officer as an SRO outside of this contract. Either party has the right to opt out of the agreement with 90 days' notice.
