Plattsburg Adopts Local Law Regulating High Energy Intensive Uses

The Common Council considered and adopted Local Law P-1 of 2026, which regulates high energy intensive uses such as cryptocurrency mining operations, blockchain validation facilities, and large-scale data centers. The law is intended to establish standards for future high energy intensive uses and increases in electrical demand within the city, aiming to balance development with the responsible allocation of finite municipal electric resources and ensure corresponding economic and community benefits. Amendments were adopted to clarify intent, grandfather existing operations, and ensure the law operates prospectively. Environmental review was completed, concluding that the law's adoption alone would not result in significant adverse environmental impacts.
