Oakdale Adopts 2025 Urban Water Management Plan and Drought Response Framework
The City Council adopted a resolution approving the 2025 Urban Water Management Plan (UWMP) and Water Shortage Contingency Plan (WSCP). The UWMP serves as a 20-25 year roadmap for the city's water supply, detailing sources, usage, and reliability. Key components include a service area description, water usage characterization, compliance with Senate Bill X7-7 (per capita water use reduction), water loss standards, and supply reliability. The city has approximately 8,000 connections, supplies 5,000 acre-feet of water annually, serving a population of 23,231. While the city has not yet fully met the SB X7-7 target for per capita water use (180 GPCD target vs. 185 GPCD in 2025) and the water loss standard (12.2 GSCPD target vs. 34.8 GSCPD in 2025), ongoing infrastructure improvements are in progress. The water supply relies heavily on groundwater (seven active wells, with two more planned) and is beginning to utilize surface water from the Oakdale Irrigation District for park irrigation. The WSCP outlines drought response measures, including progressively stricter conservation measures from voluntary to mandatory restrictions.
Oakdale Council Approves Initial Step to Address Voting Allegations, Considers Extending Public Comment Time
The City Council voted 3-1 to approve the first step in addressing allegations of racially polarized voting and discrimination against Latinos, as raised by a 'Shankman Letter'. The approved item involves retaining a demographer to determine if racially polarized voting exists within the city. This process is presented as a necessary step to avoid costly lawsuits and potential forced transition to district elections, with an estimated cost of $40,000-$50,000 for the demographer's services. Councilmember Patassi voted against the motion, viewing it as 'legal extortion' and advocating for a stronger stance against the allegations. The council also discussed extending public comment time from 30 minutes to one hour for future meetings to better accommodate public participation, especially on contentious issues.
Oakdale Police Dispatch Center Upgrades Workstations with New Monitors
The City Council reviewed and approved a resolution authorizing the purchase and installation of six new 45-inch LG Ultra Gear 5K 2K curved displays for the Oakdale Police Department Communications Center. The upgrade aims to modernize dispatch workstations, improve efficiency, and enhance visibility of critical information for dispatch personnel by replacing four of the six existing standard monitors at each of the three dispatch positions. The total cost for the monitors and associated fees is $13,997.13, funded from the Police Equipment Replacement Fund. The current monitors will be stored for future reuse within the organization.
Oakdale Council Continues Sidewalk Maintenance Ordinance Discussion to July
The City Council considered an ordinance amending Chapter 30 of the Oakdale Municipal Code, adding Article 7, Sidewalk Maintenance, Repair, and Replacement. The proposed ordinance was introduced, and public comment was taken. Following the public hearing, the council voted to continue the public hearing and the ordinance to the July 20th, 2026 council meeting for further discussion and action. This continuation allows more time for review and potential revisions before a final decision is made on the new sidewalk regulations.
Oakdale Hosts First Pride Event Amidst Divided Public Opinion
Oakdale held its first Pride event on Sunday, June 28th. The event, permitted by the city, sparked significant public comment, with residents expressing both strong support and opposition. Supporters highlighted the event's importance for LGBTQ+ inclusion, community building, and providing affirming spaces that can save lives, particularly for youth. Opponents raised concerns about the event's appropriateness for all ages, the involvement of drag performers, and potential influence on children, urging the permit's removal. Speakers included representatives from California Rural Legal Assistance (CRLA), Haven (Healthy Alternatives to Violent Environments), and various community members. The council acknowledged the permit was issued ministerially based on standard application procedures.
