Police Department Approved to Purchase New Vehicle for Enforcement Grants and Patrol
The Chief of Police recommended approving the purchase of a Ford Police Utility PPV vehicle for $82,641.50, which is currently budgeted. The vehicle will be used for DOT enforcement grants, DUI enforcement, distracted driving, pedestrian safety, detail use, and to supplement uniform patrol.
Hartford Paving Corporation Awarded Bellevue Avenue Concrete Joint Repair Contract
The Department of Public Services recommended awarding the contract for the Bellevue Avenue concrete joint repair project to Hartford Paving Corporation for a total not to exceed $1,224,875. This includes $983,950 for construction, $120,924 for police traffic control, and $120,000 for contingency. The project is budgeted. Councilors Rice and Carlin raised concerns about the repair methods and cost, while the City Engineer clarified current practices. Councilor Carlin suggested voting against it if the resolve for a second public dog park remained.
Parking Prohibited on Section of Russell Avenue
The ITC recommended adding to chapter 10.24 of the city's codified ordinance to prohibit parking at all times on the south side of Russell Avenue from Malbone Road proceeding eastward a distance of 50 feet. The council approved this addition.
Council Authorizes Up to $20 Million in Bonds for Wastewater System Improvements
The City Council approved an amended ordinance authorizing wastewater system revenue bonds and/or notes not to exceed $20 million for wastewater treatment improvement. The bonds will be paid solely from wastewater system revenues. Bond counsel fees are capped at $35,000 for Rhode Island Infrastructure Bank placement or $45,000 for conduit financing. Councilor Comps of Orbong recused themselves from the vote.
Non-Owner Occupied Residential Tax Rate to Decrease for Fiscal Year 2026-27
The Director of Finance presented a resolution to adjust the non-owner occupied residential tax rate for fiscal year 2026-27. The rate will decrease from 9.602 to 9.494 per $1,000 of assessed valuation. Other tax rates (owner-occupied residential, commercial, tangible personal property) remain unchanged. This adjustment has no fiscal impact.
