Moresy Incorporated for $568,527, contingent upon meeting the requirements of the responsible contractor's ordinance. It was noted that out of nine bids, eight were incomplete, making James D. Moresy Incorporated the next lowest bidder with a complete submission. A motion was made to amend the award amount to $598,425, which was within 5% of the initial estimate and within budget.
