Westminster Holds Public Hearing for Housing Authority's 5-Year Plan

The Mayor and Common Council, acting as the board of commissioners for the Housing Authority of the City of Westminster (HACW), held a public hearing for the authority's draft annual PHA plan and five-year plan. The Housing and Economic Recovery Act exempts public housing agencies with 500 units or less from submitting an annual plan to HUD. Westminster Housing Agency, with 297 vouchers, is exempt from the annual plan requirement but must submit a five-year plan every fifth fiscal year. The draft plans were made available for public review and comment from May 8th to June 22nd, 2026, with public notice published in the Carroll County Times on May 14th, 2026. Staff recommended approval of the five-year plan for fiscal years 2025-2029.
