Clemens Council Explains Limitations on Proposed Asphalt Plant Zoning
The council addressed resident concerns regarding a proposed asphalt plant, explaining that due to the site's 'General Industrial' zoning, the plant is a permitted use by right, limiting the village's direct influence on the approval process which is handled by Forsyth County. Mayor Pro Tem Farson and staff emphasized the limitations they face, comparing it to situations in their own jobs where decisions made previously cannot be changed. They committed to staying informed and sharing updates, and council members expressed a willingness to host a public meeting to facilitate communication between the community and the applicant, should the project proceed. Council members also discussed the importance of respectful communication and understanding the situation, even with limited village authority.

The council discussed a proposed asphalt plant at 5901 Gun Club Road, a site zoned as General Industrial. Residents expressed significant concerns about potential impacts on quality of life, property values, traffic, hydrology, air quality, and proximity to residential areas and food manufacturing facilities. Staff clarified that as an asphalt plant is a permitted use by right in the current zoning, the village has limited direct control over the approval process, which is managed by Forsyth County's Environmental Assistance and Protection office. The council indicated a willingness to host a public meeting if the project progresses, to facilitate communication between the applicant and the community.

Deed of Trust Satisfied for 3438 Clemens Road Property
The council approved the satisfaction of a deed of trust for a property at 3438 Clemens Road. This action closes out a 2015 agreement where the village demolished a house and the owner agreed to pay $7,600 by 2040.
