Resident Questions Airport Jurisdiction Change and Utility Billing

Marvin Birch inquired about the relocation of the Davidson County Airport from the city to the county, expressing confusion about the change and its impact on his property taxes and utility bills. Staff committed to following up with him on the airport's jurisdictional status and the billing discrepancies. He questioned why an entity might be moved from city to county jurisdiction and expressed disbelief regarding tax reasons for such moves.

Community Organizations Highlight Recovery Event and Public Safety Concerns

During the public comment period, Mike Loomis, representing Race Against Drugs, spoke about the upcoming third annual Day of Recovery event at the Breeden Amphitheater, aimed at raising awareness for fentanyl, illicit drugs, and mental health issues, and providing referrals for recovery. He highlighted the significant number of fentanyl-related deaths in Davidson County (over 500) and the ongoing effort to combat stigma. A 'Night of Remembrance' was also planned. The city also recognized the Swirl Organization for their community work, Mike Loomis from Race Against Drugs, Travis Stewart from Uptown Lexington, and Janice Hurley from DC Connect. City Council Accepts $5,000 Grant for Finch Park Soccer Goals

The City Council approved accepting a $5,000 grant from the North Carolina Amateur Sports Youth Sports Grant program to purchase soccer goals for Finch Park. The grant is funded by a percentage of sports wagering tax revenues and is available to local governments, schools, and nonprofits across North Carolina. The Parks and Recreation Director confirmed the funds are for equipment or sports field improvements and highlighted a 19% increase in participation in the city's joint soccer league with the YMCA, which had 301 children participate in the past spring season.

Economic Development Grant Modified for Supreme Non-Woven Industries

The City Council approved an economic development incentive grant contract modification for Supreme Non-Woven Industries (formerly Project Yacht). The company is making a $28.5 million capital investment and creating 50 full-time jobs. The modification adjusts the dates for job creation documentation and incentive confirmation due to a delay in the project, shifting all calendar years and confirmation dates by two years. The total incentive amount remains unchanged, with 2028 being the first year and 2030 the third year for incentive-related dates.

Zoning And Land UseResidential

City Council Approves Conditional Zoning for Personal Greenhouse

The City Council considered a conditional zoning application for a permanent non-commercial greenhouse at 101 North Carolina Avenue. The property is currently zoned Traditional Neighborhood District, where accessory structures are not permitted by right as the primary structure. The proposed greenhouse, measuring approximately 20 feet by 36 feet with a maximum height of 16 feet, is intended for the applicant's personal use of cultivating tropical and subtropical ornamental plants. The planning and zoning board found no major concerns, and the council approved the statement of consistency and reasonableness, followed by the adoption of Ordinance 018-2026 to rezone the property to conditional zoning district 018-2026. Councilman Holloway recused himself from the vote due to his family owning an adjoining property.
