Moraga Town Council Considers ADU Ordinance Amendments to Align with State Law and Improve Clarity
The Town Council of Moraga is considering amendments to its Municipal Code, Chapter 8.124, concerning Accessory Dwelling Units (ADUs). The proposed amendments aim to ensure compliance with current state law, improve clarity and consistency for staff and the public, and streamline the ADU application process. Key changes include updating definitions, revising application procedures, establishing an amnesty process for pre-2020 ADUs, updating regulations for ADUs on multifamily properties, and revising development standards and parking requirements. The amendments are necessitated by recent state legislation and a technical assistance letter from the California Department of Housing and Community Development (HCD). A notable discussion point was the modification of the notification process for ADU applications, with a majority of the council voting to send a courtesy notice to adjacent neighbors promptly upon application receipt, while clarifying that this does not grant an appeal right. The ordinance is expected to be introduced, read, and adopted following council approval.

For trails and open space, improved connectivity and trail amenities were top priorities. The plan will move forward with developing draft recommendations, with final adoption anticipated in November 2026.
