Town Boards and Committees See Reappointments, Chief Procurement Officer Named
The Board of Selectmen discussed and voted on various reappointments to town committees and boards. A motion was made and seconded to appoint members to the Board of Appeals, Board of Registrars, Butler Farm Reuse Committee, Central Mass Regional Planning Development Representative, Council on Aging, Earth Removal Board, Liquor License Agent, Roadway Advisory Committee, Veterans Affairs Task Force, and Worcester County Selectmen's Association. The Board of Selectmen also appointed Nicole Valentine as the chief procurement officer.
Town Approves Special Act Petition for Additional Alcohol Licenses
The Board of Selectmen discussed and voted on a special act petition for six additional all-alcohol restaurant licenses. The proposal allocates four licenses for the mall area and two for anywhere in town. This measure aims to address the demand generated by new developments and ensure sufficient licensing for businesses. The town is maxed out on licenses for the mall development, and this special act is the required avenue to pursue additional licenses.
Wheelock Bridge Safety Improvements Under Consideration
The Board of Selectmen discussed safety concerns and potential improvements for the Wheelock Bridge. Suggestions included reducing the speed limit to 20 mph, installing stop signs and crosswalks, and modifying the railings to prevent tightrope walking. The Chief of Police will deploy a speed radar kit to gather data on vehicle speeds. The board also discussed consolidating signage and potentially adding rules regarding fishing and other activities at the bridge. The town plans to use standardized signage and will defer to experts on structural modifications.
Old Fire Department Headquarters Redevelopment RFP Presented
The Board of Selectmen reviewed a presentation on market analysis and a redevelopment RFP for the old fire department headquarters located at 126 Elm Street. Mass Development, through their Real Estate Services Technical Assistance Program, assisted the town in developing the RFP and supporting materials. The analysis considered rehabilitation, rehabilitation with additions, and demolition with new construction options. Key findings indicate structural deficiencies in the current building, including issues with the roof, facade, and asbestos. Market analysis suggests that both residential and mixed-use developments are feasible, with low commercial vacancy and a market for housing. Rehabilitation would likely require historic rehabilitation tax credits, and demolition with new construction is presented as a potentially more feasible option due to costs. The RFP process allows the town to control the sale and development obligations through a Land Development Agreement (LDA). Next steps include reviewing and approving the RFP, declaring the parcel surplus, advertising it, establishing a review committee, and then reviewing, ranking, interviewing, and contracting with a developer. The town council has reviewed the RFP, and it is ready for fill-in-the-blank dates.
FY27 Meeting Schedule Approved, Chief Procurement Officer Appointed, New Town Clerk to Join
The Board of Selectmen discussed the fiscal year 2027 meeting schedule, with a noted adjustment for potentially an earlier meeting in November for the fire department and a confirmation of election day dates. Additionally, Nicole Valentine was appointed Chief Procurement Officer. The board also welcomed the new town clerk, Nicole LeVay O'Brien, who will start on July 13th. Two key positions, library assistant and building office assistant, are open and the board granted permission to hire temporarily for these roles until a new town manager begins.
