Penn Manor School Board Reviews Athletic Performance and Approves Final Budget
The school board reviewed the athletic department's performance for the 2026 season. Participation numbers were down 5.3% from the previous year, attributed to program transitions and teams adopting new strategies. The number of unique athletes also decreased by 5%. Teams finishing in the top three of the section decreased to 34%, down from previous years. While overall participation is down, the report highlighted successes such as girls cross country qualifying for the first time since 2011 and field hockey winning a district championship. The report also detailed individual successes and community service efforts by student athletes. Financially, the district is preparing the final budget for the upcoming fiscal year, with projected expenditures of $123,591,256 and a projected fund balance of approximately $22 million, representing 17.8% of next year's expenditures. The board policy requires the non-committed portion of the fund balance to be between 6-8%, with the committed portion just under $14 million (11.3% of budgeted expenditures). The report also touched on property tax relief, noting that the formula for distribution has not been revised since 2006 and relies on outdated data. Reassessment notices have caused confusion, with an overall property value increase of 91%. The millage rate is projected to drop to 1.24662 due to increased assessed values. Clean and green properties saw a 1.59 growth factor compared to the general increase of 1.91, and the property tax reduction for these properties is projected to increase from $6.8 million to $9.6 million.
