Council Debates Public Participation Rules, Delays Vote on Meeting Conduct Reforms
The council deliberated extensively on proposed changes to the "Rules of Conduct" for council meetings, particularly concerning public participation. Key changes included consolidating public comment into a single period at the beginning of the meeting, limiting speakers to five minutes (with no yielding or sharing of time), and requiring a sign-up sheet with full name and street address. There was significant debate about requiring street addresses, with some arguing it's necessary for enforcing residency rules and others concerned about privacy and creating barriers. Other discussed changes involved removing sections on group requests to appear on the agenda and recording of meetings. The council also debated whether public comment should occur before or after agenda items are discussed and voted upon, with differing opinions on how to best facilitate meaningful public input. The resolution regarding rules of conduct was ultimately tabled.
Debate Over Public Participation Rules Dominates Council Meeting; Vote on Rules Tabled
Council debated proposed changes to meeting rules, specifically regarding public participation. A key point of contention was the requirement for participants to provide a street address, which some felt was necessary for verifying residency and preventing non-residents from speaking, while others viewed it as a privacy concern and a potential barrier to participation. The proposal to consolidate public comment into one period and limit speaking time also drew discussion. Ultimately, the resolution on the rules of conduct was tabled for further review.
Residents Voice Concerns on Park Maintenance, Traffic, Feral Cats, and Future Development
During the citizen comments section, residents raised various issues including the improvement of river park banks, parking enforcement at river park, visibility issues at alleys due to storm drain painting obscuring yellow lines, the reporting process for the feral cat ordinance, concerns about data center regulation (Ordinance 966), and questions about public participation rules in council meetings. Another resident proposed forming a community group to network with developers to attract 'worthy' businesses to Columbia, suggesting an alternative to solely focusing on AI or data centers. The council acknowledged these comments and some were addressed later in the meeting.
Council Approves Hiring of New Finance Manager Despite Salary and Qualification Concerns
The council considered hiring Tracy Weaver for the position of Finance Manager. The salary proposed was $83,250, which is higher than the budgeted amount of $77,000. Concerns were raised about Weaver's educational qualifications, as her resume indicates a GED and two years of municipal experience rather than the stated requirement of a bachelor's degree in accounting or a similar field. However, supporters highlighted her relevant experience, positive personality, willingness to learn, and the potential for her administrative skills to be beneficial. The hiring is contingent upon a successful background check and medical evaluation. The council ultimately voted to hire Tracy Weaver.
Yard Sale Event Approved; Old Firehouse Sale Agreement Advances
The council considered a special event application for yard sales at the Market House on Saturday, July 4th. A question was raised about closing "S" Lane for the event and ensuring police vehicles could still access necessary areas. The council also discussed whether fees for such events should be waived. The application was approved. Separately, a motion was made to approve the sale agreement for the old firehouse property (137, 147, 149 South Front Street) between the Columbia Economic Development Corporation (CEDC) and the Borough. This agreement involves the CEDC marketing the property and then selling it to a buyer, with the Borough receiving the appraised value. Minor changes to the agreement were discussed and approved, contingent on solicitor and borough manager approval.
