City Council Approves Oldtown Overlay District Amendments and Use Table Changes
The City Council approved Ordinance 2026-670, which amends the zoning ordinance for the Oldtown Overlay District and the use table. These amendments establish a design review board for building and site design within the Oldtown Overlay District and set a minimum 1,000-foot buffer for funeral home and crematory uses from residential properties. The amendments also require a special use permit for these uses in the CB zoning district and US 29 overlay. The planning commission recommended these amendments with a change to a four-year term limit for the design review board, which staff also accepted. The public hearing for this ordinance yielded no public comment.
City Renews Property and Liability Coverage with GERMA, Approves 7.8% Premium Increase
The City Council approved a contract with Georgia Interlocal Risk Management Agency (GERMA) to renew the city's property and liability coverage. This renewal includes a 7.8% increase in premium, which is considered a relatively good increase compared to the current market. An amendment to the policy is expected in the fall when parking debt comes online. The contract was approved unanimously.
City Council Adopts Master Concept for Oldtown Development

However, the vote was to approve the concept as a vision and guide for future development, not as a funding commitment. The resolution passed with a vote of 3-1.
Commercial Building Moratorium Terminated Following Review of Zoning Compliance
The City Council approved a resolution terminating the commercial building moratorium. Staff reviewed the use table to ensure compliance with state and Gwinnett County regulations, finding that the city's existing regulations were largely consistent. This review led to the formulation of text amendments to Article 6, which were approved separately. The moratorium is being lifted because the city is already in compliance.
City Approves Release of Sign for DOT Project, DOT to Compensate City
The City Council approved a resolution authorizing the release of a city-owned directional sign located within the DOT right-of-way in connection with a DOT project. The Georgia DOT needs the right-of-way for work on Jackson Creek and has agreed to pay the city for the sign. The city will have 30 days to remove and replace the sign at its convenience. The resolution was approved unanimously.
