City Hall Annex Boiler Replacement Approved Amidst Discussion on Energy Efficiency
The City Council approved a resolution to amend the appropriations for fiscal year 2025-2026 by $70,000 to replace a failed boiler at the City Hall annex. The existing boiler has reached the end of its life and stopped working. The replacement is considered an emergency repair to ensure the heating of City Hall, the fire department, and the annex. The new non-condensing boiler will have an 88% efficiency rating, an upgrade from the current system, though less efficient than condensing boilers which are significantly more expensive and require higher maintenance. The estimated timeline for installation is two to three months. Public comment raised questions about exploring renewable energy options like photovoltaics and heat pumps, which staff are investigating for future facility improvements.
Laramie City Council Approves FY 2026-2027 Budget with 10% Reduction and Reserve Commitments
The City Council approved the fiscal year 2026-2027 budget, which is approximately 10% less than the previous year's budget. This reduction is primarily due to re-prioritizing capital projects. The budget includes commitments of reserves for specific initiatives: $3 million for surface water drainage program expansion, $500,000 for right-sizing operations, $4 million for continued street improvement, and $2 million for housing enabling infrastructure. The budget also reflects new staff hires to improve services. The council expressed gratitude for staff's efforts in making the budget process more user-friendly and transparent, noting the city's low cost of government compared to other municipalities in Wyoming.

Laramie City Council Approves $1.26 Million for New Fire Pumper Engine
The City Council approved the bid award to Icon Fire LLC for a custom fire pumper engine in the amount of $1,261,744. This replacement for Engine Three is a triple combination pumper, Class A fire engine. The bid process closed in April, and only one bid was received. The increased cost compared to previous engines is attributed to price volatility in materials, specifically a 45% increase in aluminum costs over an 18-month period, and new EPA regulations adding approximately $100,000 to the cost. The department has the option to prepay the entire amount for an $83,000 saving. The estimated delivery is within 630 calendar days, and the current Engine Three is considered to be in good working condition to cover this period. The expected lifespan of the new engine is 20 years.
