The council ultimately voted to table the resolution to allow staff to return with a revised resolution omitting the T01 project (Pedestrian and Bicycle Safety Improvement Project).

He cited RCW and believes the council should be informed about potential litigation that could affect council members or the city. Mr. Fowle and Mr. Hamilton agreed to discuss this with Council Member Hill to clarify notification triggers and procedures, emphasizing the need to avoid damaging individuals while ensuring transparency. Additionally, the city's annual report requires disclosure of potential litigation that could result in substantial payouts for the city.
Updates on Legion Building, 'Metals Property', and Red Lion Hotel Redevelopment
During the City Manager's report, updates were provided on several development projects. The proposal for the Legion building is under review, with a decision expected within a month. Funding for the cleanup of the 'metals property' (rehabbed site) is pending EPA approval, with indications that the original entity still plans to develop the site if funding is secured. Plans are in progress for two hotels at the old Red Lion site: a La Quinta and a Holiday Inn Express, with one hotel planned to have a third story added for suite rooms. These hotels will involve remodeling and restoring the existing buildings, adding a third floor to one. The city's code generally allows for three to four-story hotels, and variances can be sought for deviations.
Arts District Gains Momentum; Transit Authority Sees Shift to Lyft, Adjusts Budget, and Offers Free Fair Fares
Council Member Hill reported that the Creative Arts District program has gained recent traction, with a meeting scheduled for the 23rd involving interested parties, artistic groups, and 501(c)(3) organizations. This effort may align with a regional branding initiative. He anticipates a reduction in tourism this summer due to competition but expressed optimism about the arts district program gaining interest and potentially improving the region's attractiveness. Council Member Alexander attended a Transit Authority meeting where it was noted that regular bus ridership is down while Lyft usage is up. The Transit Authority launched an interactive website to track buses. A budget revision was made due to the city of Rainier pulling its $10,000 funding, necessitating increased funding for trips to Rainier. All bus fares will be free during the upcoming fair (July 22nd-25th) to encourage attendance.
City Parks and Public Works Update: Popular Spray Park, Alley Maintenance, and Downtown Improvements
During the City Manager's report, it was noted that the spray park has been very popular and packed due to hot weather, with days over 90 degrees. Mr. Masters from Public Works also reported that the spray park is running fantastically and noted that water recovery systems are in place, distinguishing it from previous operations. The water department is performing hydrant flushing and maintenance, while the street department has cleared approximately 45 alleys, making them drivable. The traffic department is painting yellow curbs in the downtown corridor.
