Beaches Energy Honored with Four FMPA Awards for Reliability and Affordability
Beaches Energy was recognized with four awards from the Florida Municipal Power Agency (FMPA) for outstanding reliability and affordability. The awards highlight the utility's performance over the past 12 years, with customers' rates being 14% lower than the best investor-owned utility in the state and among the lowest in Florida. Beaches Energy achieved under 20 minutes of annual outage time per customer, significantly better than the industry gold standard of 60 minutes. The utility received awards for greatest improvement in reliability (60% reduction in outage minutes), 12 consecutive years of exceeding the 60-minute standard, the largest reduction in outage minutes this past year, and being the most reliable utility in the state for its size category. The city council acknowledged the team's exceptional performance and value provided to customers.
Jacksonville Beach Considers Ordinance to Extend Overnight Parking for Certain Food Trucks
The council considered an ordinance (2026-8238) on its first reading to amend Chapter 12, Section 12-33 of the code regarding hours of operation, signage, and noise for mobile food dispensing vehicles. The proposed change allows certain food trucks selling only prepackaged food, with necessary support equipment within the unit and written property owner permission, to stay up to six consecutive nights. After six nights, the vehicle must be removed for a minimum of one night. Property owner permission must be updated annually. This aims to align local ordinances more closely with state regulations and support small local businesses.
Jacksonville Beach Council Meeting Features Event Updates, Election Congratulations, and Community Notes
During the meeting, several announcements and congratulations were made. Council Member Golding announced the Farmers Market for tomorrow is cancelled due to projected inclement weather, with Yoga at the pavilion status being TBD. She congratulated Councilmen Wagner and Horn for being reelected without opposition, and Art Graham for his upcoming service in District 3. State representatives Michael and Senator Yarborough were also congratulated on their unopposed reelections. City Hall would be closed on Friday for Juneteenth. Beaches Watch was noted for hosting an annual police panel on July 8th featuring all three beach police departments. Council Member Sutton congratulated Wagner and Horn, and welcomed Art Graham back to service. He also mentioned Jerry Wetzel becoming a new councilman in Neptune Beach and Councilwoman Ring being reelected unopposed in Atlantic Beach. Sutton also noted the Jarbo Jubilee in Neptune Beach and the Country Fest in Jacksonville Beach, acknowledging Parks and Rec and PD for their efforts.
Water Reclamation Facility Upgrades: Network Modernization and Security Camera Installation Approved
Joel Taylor, Chief Information Officer, presented two connected initiatives for the water reclamation facility: upgrading the aging network infrastructure and installing a modern security camera system. The current network, over 5 years old and not designed for a critical utility environment, poses operational and cybersecurity risks. Upgrading to an enterprise-class switching platform is necessary for reliability, security, and stability. This network upgrade is a prerequisite for installing new security cameras at the high-value, high-risk facility. The projects are financially managed through piggyback agreements and are part of the FY26 capital improvement plan. The network replacement totals $15,491.51, with savings from the camera project ($194,421.20 against a $300,000 budget) offsetting the increase. The combined projects aim to enhance physical security, ensure technological stability, and strengthen the resilience of critical infrastructure.
Jacksonville Beach Council Amends Land Development Code, Addresses Boardwalk Facades and Retail Displays
The city council considered amendments to the Land Development Code (LDC) on its second reading, addressing issues related to commercial business districts, specifically how buildings address the boardwalk and First Street. Changes were made to preserve the pedestrian design and architectural requirements for First Street while allowing similar options for boardwalk-facing facades. Additional amendments included refining the language for notifying residents about land use actions and clarifying requirements for short-term vacation rentals. A significant discussion occurred regarding the definition of 'limited retail' for outdoor displays, with council members expressing a desire to support local businesses while maintaining control over potential issues. The council voted to amend the ordinance to clarify facade requirements on First Street and incorporate changes from a June 15th memo. The definition of 'limited retail' was retained for now, with a commitment to monitor and potentially adjust it in the future.
