SBA Offers Disaster Loans for Georgia Fire Recovery in Brownlee County and Adjacent Areas

The U.S. Small Business Administration (SBA) is offering disaster loans to businesses, homeowners, renters, and non-profit organizations affected by the Georgia fires, which impacted Brownlee County and adjacent areas. These loans feature low interest rates, with no payment or interest for the first 12 months. The maximum loan amount for businesses and non-profits is $2 million with a repayment term of up to 30 years, while homeowners can receive up to $500,000. A Disaster Recovery Center (DLAP) has been established at the tax assessor's office in Burke Lake County, operating Monday-Friday from 8 a.m. to 5 p.m., and Saturdays from 9 a.m. to 1 p.m. As of the meeting, 20 applications had been processed, with 16 approved. The center's tentative closing date was set for Thursday at 5 p.m., with potential extensions based on city or county requests. Applications can be submitted online via a QR code or directly on the SBA website. Assistance is available at the center for those needing help with the application process or understanding loan terms. Further information can be found at gov/disaster or by calling 900-659-2955.

The City Council of St. Mary's, Georgia, officially recognized Juneteenth National Independence Day by issuing a proclamation. The proclamation commemorates the historical significance of June 19th, 1865, when enslaved people in Texas learned of their emancipation, and acknowledges Juneteenth as Freedom Day. The city council previously designated June 19th as a city holiday, which will be observed on June 19th, 2026, with all city buildings closed for the occasion. The proclamation encourages all citizens to participate in Juneteenth celebrations.

St. Mary's Considers Revising Enterprise Zone Ordinance for Redevelopment Incentives

The City Council discussed amending the city's enterprise zone ordinance, which originally expired in 2013 after a 10-year term. The purpose of the enterprise zone is to provide local tax breaks for redevelopment projects. A proposed rewrite aims to align with current standards and potentially integrate with the federal Opportunity Zone program, as the designated census tract for the enterprise zone overlaps with a potential opportunity zone. The enterprise zone boundaries encompass areas from north of Osborne Road (including Byford Gates and the Old Hill property) to the North River Causeway, extending along St. Peter Road to the back gate, Douglas, and Dark Entry Creek. The ordinance proposes significant local tax reductions for redevelopment, with 100% exemption on post-assessed rehabilitation property taxes for the first five years, followed by 80% for the next two, and decreasing percentages thereafter, lasting for a total of 10 years. A motion was made to research if the front-loaded tax reduction percentages are legally required by state statute or if they can be modified. A related discussion also touched upon excluding Section 87-3, which pertains to motor fees, construction fees, land use applications, and site line revenue fees, from the adoption of these changes.
