Major Street HMA Patching Contract Awarded to Michigan Paving and Materials
The city council approved the award of the Major Street HMA patching contract to Michigan Paving and Materials Company of Grand Rapids, Michigan, for $234,076.20. This contract authorizes the mayor and city clerk to execute the necessary documents. Troy, the City Manager, confirmed that the contractor performs an acceptable job regarding quality and timeliness, completing the work before winter and meeting all specifications.
City of Jackson Reports First Population Growth in 70 Years
City Manager Troy Sherman reported that the city's population grew by 200 people (0.7%) between 2024 and 2025, reaching a total of 31,022 residents according to the U.S. Census Bureau. He highlighted that this marks the first population increase in 70 years, calling it an extraordinary achievement and a testament to the council's leadership and vision. He contrasted this growth with population losses in some surrounding county counterparts.
Developer Communities First Outlines Mixed-Use Project Plans for Cooper and Biddle Streets
The city council held a discussion regarding the proposed purchase of property at Cooper and Biddle Streets by Communities First Incorporated. Mr. Glenn Wilson, President and CEO of Communities First, explained that their non-profit organization focuses on catalytic projects, and receiving property at a reduced rate or donated provides additional points for funding applications. He detailed their experience with similar mixed-use developments across Michigan, emphasizing the typical two to three-year timeline from concept to groundbreaking due to necessary due diligence. Mr. Wilson also introduced his team, Ryan (Development Manager) and Anthony (Planning and Advocacy Manager), who will lead the project. The project aims to include housing above retail space, citing examples like Lansing's Capital City Market. Mayor Mahoney and Councilmember Hunt requested clarification on project specifics and past successes. Councilmember Hunt specifically asked about similar-sized projects and environmental remediation experience, to which Mr. Wilson responded with examples like a 42-acre redevelopment in Flint and a seven-story historic building rehabilitation. He assured the council of his team's commitment and transparency. A follow-up question regarding site remediation costs revealed estimates between $750,000 and $1.2 million, with a potential $1.2 million grant from Eagle, contingent on site control and subsequent assessments.
City Approves Contract for Residential Cross-Connection Control Device Inspections
The city council approved a five-year contract with Hydro Corp Incorporated for $400,798.80 to perform inspections and ensure compliance with cross-connection control devices on all applicable residential properties. This initiative is required by the EPA and state environmental agencies (Eagle) to prevent contamination of the city's water distribution system. Hydro Corp, which already handles commercial inspections, will now inspect residential properties, looking for potential backflow issues, such as those associated with sprinkler systems. The contract's five-year term was chosen as an acceptable timeframe by Eagle, though the exact future requirements are unknown. The city lacks the internal capacity to perform these inspections, necessitating the third-party contract.
City to Fund Ganson Street Safety Improvements Through Grant-Funded Contract Amendment
The city is seeking to amend the Morrell Street Engineering Contract with Hubble, Roth and Clark Incorporated by adding $149,141 for signal work related to the Ganson Street corridor safety project. This work, which includes replacing an antiquated traffic signal at Ganson and Waterloo and improving sidewalk ramps and pavement striping, is being bundled with the existing Morrell Street project. The funding for the added signal work is derived from a safety grant. The estimated construction cost for the Ganson Street project is $735,000, with the city's portion of construction costs being $87,000. The $149,141 amendment covers the engineering costs associated with this grant-funded safety enhancement.
