Annette Irwin Appointed Interim City Manager; Separation Agreement with Former City Manager Approved

The East Lansing City Council convened a special meeting on June 16th, 2026, to address personnel matters. Following a closed session to consult with city attorneys regarding legal correspondence and pending litigation, the council returned to open session. They unanimously approved a motion to direct the city's labor attorney to proceed as discussed in closed session. Subsequently, they unanimously approved a separation agreement and release of claims with former City Manager Robert Bellman, authorizing the mayor to execute the agreement and amend the FY2026 budget to cover obligations. The council also unanimously appointed Annette Irwin as interim city manager, effective June 22nd, 2026, and approved her employment contract, authorizing the mayor to execute it. Mayor Altman provided remarks thanking former City Manager Robert Bellman for his resignation and welcoming Annette Irwin, highlighting her experience and commitment to ensuring uninterrupted operations during the transition.
