Church Seeks Rezoning for Off-Site Parking to Align with Future Land Use Map
The City Council considered a petition to rezone five parcels of land from R5 Multifamily Residential District to C2 Highway Commercial District. The property is owned by the Central Church of the Nazarene. City Council Reviews Contract for Comprehensive Maintenance Services for All Facilities
The City Council is considering a resolution to authorize the Mayor to enter into a contract for comprehensive maintenance services for all City of Huntington facilities. This contract, initially for one year, will automatically renew for four additional one-year terms unless canceled. Three proposals were received: Honeywell, Casto Technical Services, and the Perfection Group. The committee recommended negotiating with Casto Technical Services, whose pricing for the first year is $141,962, increasing annually. Funding will come from the Police, Fire, and Public Works general fund budgets. This is a renewal of a service previously provided by Honeywell, with Casto being the previous sub-agent and offering better pricing.

City Council Discusses Ordinance to Modernize Non-Conforming Use Rules Amidst Concerns Over Abandoned Properties
The City Council reviewed an ordinance to amend and reenact zoning code concerning non-conforming uses. The ordinance aims to create clearer rules for legal non-conformities, address annexed properties, update rules for non-conforming lots, expand non-conforming use rules, specify abandonment standards, define legal non-conforming structures, and allow limited commercial uses in older buildings within residential districts. The goal is to modernize and clarify the city's treatment of non-conforming properties, provide certainty for enforcement and planning, encourage reuse of older mixed-use buildings, and create clearer rules for loss of non-conforming status. Council members expressed concerns about the speed of addressing abandoned houses and the city's burden in maintaining such properties. Suggestions were made to explore programs for selling dilapidated houses for a dollar to individuals who would renovate them within a year, thereby addressing homelessness and blight.
Police Department to Acquire 21 New Ford Interceptor Vehicles with Mixed Funding Sources
The City Council is considering a resolution to authorize the Mayor to execute a contract for the purchase of 21 new Ford Utility Police Interceptor vehicles for the Huntington Police Department. The single bid received was from Rocky Fork Enterprises of Charleston, WV, for $1,307,473. Funds for the purchase will come from the department's asset forfeiture funds ($69,893 per vehicle), a JAG grant ($255,000 for equipment), and financing from West Banco Bank Inc. for the remaining $982,580. The need for these vehicles is ongoing due to attrition and usage, and expanding the fleet allows for better vehicle assignment and extends their lifespan by reducing wear on 'hot seat' cars. The loan terms from West Banco Bank are a fixed 4.52% over 60 months.
