City Council Approves Updates to Building and Zoning Codes, Including Fee Schedules
The council considered and adopted Ordinance 6C26 on second and final reading, which amends Chapter 150 (Building Code) by updating sections 150.47 and 150.51 concerning permit fee schedules for building, electrical, plumbing, and fence permits. The ordinance was moved to the floor for adoption, and after brief consideration, was passed. The council also adopted Ordinance 7C26 on second and final reading, which amends Chapter 150 by updating sections 150.61 and 150.67 regarding demolition permit fees and the elimination of a deposit fund. Following a motion and second, and with no further discussion, this ordinance was also adopted. Subsequently, the council considered Ordinance 8C26, which amends Chapter 158 (Zoning Code) by updating section 158.107, the schedule of fees, charges, and expenses. After a motion to bring it to the floor for first reading, a motion was made and seconded to suspend the rules to allow for a second and final reading, which was unanimously approved. The council then moved to adopt Ordinance 8C26 on second and final reading, and after a motion and second, it was adopted. The plan commission had unanimously recommended adoption for Ordinance 8C26 after holding a public hearing with no public comment received.
Council Votes Down Proposed Additional Appropriation for Software Upgrade
The council considered Ordinance 5C26, which proposed an additional appropriation of $135,950 to the general fund for the board of works computer line item. After discussion, it was proposed to reduce this amount to $50,000 to cover financials, software, HR, and permitting modules from BSNA, while the mayor would research cost-effective alternatives for HR and permitting. The council ultimately voted to bring the ordinance off the table and then voted it down, as no additional appropriation was needed for the current year, and the contract would be budgeted for the following year. The motion to bring the ordinance off the table was passed, followed by a motion to vote it down, which passed with a roll call vote.
May Budget Report Shows General Fund Health, Landfill and Park Funds Temporarily Negative
The council reviewed the May budget report. The general fund ended May 31st with $4,478,000. Settlements are expected the following week, which will increase cash flow. MBH had $3,000 and the airport had $123,000. The landfill and park funds are currently in the red due to delayed property tax receipts, but this is expected to be rectified in June. The 'seed it' fund had expenses of $462,000 year-to-date, but all financial funds are reported to be in good standing.
MECORE Statement of Benefits Compliance Form Approved After Data Gaps Filled
The council approved the CF1 for MECORE statement of benefits compliance form. The form had previously contained gaps in data, which were subsequently filled following follow-up by Christy with Mr. Crawford. The completed document was presented to the council for approval.
