Goodyear Approves New Senior Services Agreement with Avondale, Costs Increase
The City Council approved an Intergovernmental Agreement (IGA) with the City of Avondale to continue providing senior services for Goodyear residents. The current IGA was set to expire on June 30th, and Avondale has shifted to a cost-per-participant funding model, leading to an increased cost for Goodyear. The new five-year agreement reflects this change, with costs rising from $42,000 annually to $189,000 for Fiscal Year 2027. Future years beyond FY27 will see a 3% annual cost increase. The agreement includes a 30-day termination clause, providing flexibility for Goodyear to develop its own long-term senior service solutions. Staff highlighted that 76 Goodyear residents registered for services in FY26, costing approximately $2,485.56 per resident. Council members expressed a desire to explore bringing senior services in-house in the future. The motion to approve the IGA passed 7-0.
Goodyear Authorizes Cost Recovery for Cotton Lane Widening Project
The City Council approved the establishment of a special public improvement district area and authorized cost recovery for the Cotton Lane Widening project, specifically from Australia Parkway to the Cotton Lane Bridge. This project involves adding two lanes to expand the current two lanes to four continuous through lanes, including pavement, curb and gutter, signing, marking, and drainage improvements, along with utility relocations. The project is planned to start in August and last approximately eight months, with one lane of through travel maintained in each direction during construction. The cost recovery mechanism involves assessing benefited properties, with 13 undeveloped parcels identified as benefiting. The total proposed cost recovery is $9,539,000, with individual parcel costs based on frontage. The council discussed the project's timing relative to the Estrella Bridge project and the need to address existing traffic pinch points caused by the current one-lane configuration south of the bridge. The vote to approve the resolution was 7-0.
Goodyear Approves $90 Million Bond for Infrastructure and Public Facilities
The City Council approved a resolution authorizing the issuance of General Obligation Bond Series 2026, totaling approximately $90 million. These funds will support various capital improvement projects including storm sewers and drainage, streets and transportation, public safety facilities, and parks and recreation. The issuance will utilize remaining authorizations from previous elections in 2000, 2004, and 2023. The city has secured high credit ratings (AA from S&P and A1 from Moody's), and the financing plan is designed to stay within the city's property tax limit policy of $1.74 per $100 assessed property value.
Goodyear City Council Approves Consent Agenda, Including Bond Refinancing and Infrastructure Agreements

Fulton Homes at Ballpark Village PAD Amended to Increase Lot Sizes and Parks
The City Council considered and approved a rezoning request to amend the Planned Area Development (PAD) for Fulton Homes at Ballpark Village. The amendment, which changes the designation from the first amended PAD to the second amended PAD, affects approximately 156 acres at the southeast corner of Estrella Parkway and Yuma Road. Key changes include removing alley-loaded home districts, adjusting lot dimensions, introducing a new district, and revising the amenity framework to include more parks (from three to six). The applicant, Fulton Homes, stated the change is driven by market demand for larger lots and different home styles, moving away from alley-loaded designs. The ordinance includes stipulations requiring future residents to be notified of local noise-generating uses, such as Luke Air Force Base, Phoenix Goodyear Airport, and the ballpark. The vote to adopt the ordinance was 7-0.
