Walmart PUD Amendment Approved, Includes Fuel Island Relocation and Parking Reorganization

The City Council considered a request from Walmart Real Estate to amend their existing Planned Unit Development (PUD) approved in 2004 (Ordinance 2014-010). The amendments sought to relocate the fuel islands closer to Main Street and reorganize parking. The applicant requested a reduction in parking spaces from the original PUD requirement of 843 to accommodate the existing 746-748 spaces. Staff recommended approval with conditions, including the completion of sidewalk improvements along Main Street that were part of the original 2004 approval. The council also discussed and conditioned the approval to ensure compliance with the city's dark sky ordinance for the fuel islands and canopy lighting, and to address concerns raised by the Planning and Zoning Commission regarding the absence of audio components on the gas pumps. The motion to approve passed with a stipulation that the applicant meets all current ordinances and codes.

Screw Worm Infestation Response Update: Local Support Continues for State/Federal Efforts

Ashley Morris, providing an update on the New World screw worm response, stated that the incident is state and federally led, with local government providing support and coordination. The first confirmed case in Gillespie County was in a goat near Harper, Texas, about eight days prior. Infestation Zone 3 was established, encompassing Western Gillespie County, with restrictions on animal movement within the yellow-infested zone, requiring permits for movement. A disaster declaration was issued by Judge Daniel Jones for Gillespie County to facilitate resource allocation and potential future recovery funds. Emergency management is providing alerts via text (keyword SCREWWORM to 38276) and has established a Texas A&M vet emergency team to assist with permit requests. Residents are urged to check animals daily, treat wounds, and report suspicious findings to TAHC. The state's focus is on business continuity within the agriculture community. The adjacent surveillance zone (blue area) has expanded to include Fredericksburg, but carries no animal restrictions; it is for expanded fly trapping and surveillance.

Edward Jones Office Expansion on Main Street Approved

The City Council considered a request for a Conditional Use Permit (CUP) for Edward Jones to expand their existing office space internally into adjoining suites (235 and 237) within the same building at 233 West Main Street. The business has operated at its current location since 2000 and requires more space due to business growth. The expansion is internal, within the same building, and the only visible change would be the main sign moving slightly. Staff recommended approval, finding that the expansion would not materially alter the characteristics of the surrounding area, detract from the historic shopping district, contribute to standardization, or impair the ordinance's intent. They also found that the expansion would complement existing businesses and foster the local economic base. The Planning and Zoning Commission (PNZ) also recommended approval, agreeing that the expansion would not alter the district's identity. The council approved the CUP.

Street Closures Approved for 'Colonel' Film Production, Expected to Boost Local Economy

The City Council considered a request for street closures as part of the 'Colonel' feature film production, scheduled for June and July. Council approval is required for closures exceeding two hours. The requested closures are around 420 Plum Street and 815 Sunset Street between 7 a.m. and 9 p.m., with potential for closures near the old Fredericksburg Middle School. These closures were approved by emergency services and public works. The film production, led by Fredericksburg resident Tim Williams, is estimated to bring $750,000 in local economic impact and aims to showcase Fredericksburg as a film-friendly community. The production company will coordinate with affected neighbors, provide notifications, and maintain access. The street closures were approved.

STR Permit Appeal Denied for Property on South Creek Street

The City Council heard an appeal regarding the denial of a Short-Term Rental (STR) unoccupied permit for a property at 604 South Creek Street. The applicant, who lives in Austin, stated they had been operating the property as an Airbnb for years, paying fees and HOT taxes, but missed the permit renewal reminder last year. They believed the permit status was active via the online portal. The property manager and continued filing of taxes were mentioned. The denial occurred earlier this year. The applicant stated there have been no complaints regarding noise, trash, or guest behavior, and ample parking is available. The council discussed the property being listed for sale previously but was taken off the market. Despite the applicant's claims of paying taxes and operating with no complaints, the council voted to deny the appeal, upholding the revocation of the STR permit.
