Selma City Council Reviews Mid-Year Budget, Revenues Outpacing Expenditures by $2 Million
The council reviewed the fiscal year 2025-2026 mid-year budget execution. Overall, revenues are outpacing expenditures for the year by almost $2 million across all funds. The general fund shows strong ad valorem tax collection at 93.35% and sales tax at 40%. Permit fees are at 38%, with expenditures generally at or below 50% except for the fire department at 50.52%. The Municipal Development District (MDD) also shows revenues at 40% and expenditures at 15%. The utility fund has strong revenues, with charges for services slightly below 50% due to decreased impact fees, and expenditures below 50% except for supplies. Debt service income is at 100% of ad valorem taxes, with debt service payments at 62.51%.
Municipal Court Leadership Appointed, Terms Set Through June 2027
The council appointed Daryl Dolnick as Municipal Court Judge, Daryl Hunter as Alternate Municipal Court Judge, and Ryan Henry as Municipal Court Prosecutor. All appointments are for terms expiring June 30th, 2027. Daryl Dolnick has served with distinction, Daryl Hunter has served as alternate judge, and Ryan Henry has significant experience as a prosecutor and city attorney.
Councilman Kevin Hattis Appointed Mayor Pro Tem Until June 2027
The council appointed Councilman Kevin Hattis as the new Mayor Pro Tem, with his term set to expire on June 30th, 2027. This follows the expiration of current Mayor Pro Tem Washington's term on the same date. Previous Mayor Pro Tems include John Sharp, Ken Pulask, Harry Green, Councilman Kevin Hattis, Ms. Becky Harris, and Jim Parma.
Planning and Zoning Commission and Ratama Development Corporation Appointments Approved
The council approved the appointment of members to the Planning and Zoning Commission and the Ratama Development Corporation. All current members expressed a desire to continue for an additional two-year term. Appointed to the Planning and Zoning Commission are Martin Gutierrez, Liazona Boozer-Fuller, and Carl Beard. Appointed to the Ratama Development Corporation Board of Directors are Ken Pulask, Martin Gutierrez, Jim Parma, Craig Spooner, and Phil Sweeney. All terms for these appointments will expire on June 30th, 2028.
Lookout Road Improvement Project Contract Awarded to Pasilico Civil Inc. for $9.9 Million
The council approved awarding a construction contract for the Lookout Road pedestrian, on-street bike lane, and vehicular lane improvements. The contract was awarded to Pasilico Civil Inc. of Austin, Texas, for a base price of $8,997,648, not to exceed $9,897,412, which includes a 10% construction contingency. The project is funded by federal grants from the Alamo Area Metropolitan Planning Organization (AMPO). Construction is estimated to take approximately a year and a half, with work expected to begin within a few months. The project will improve the area from Evans Road to the Tomaquap Parkway, including the hospital area. A portion near Ratama Parkway and Lookout Road will be completely shut down for the installation of a pedestrian bridge, but the rest of the road will remain usable with limited access, likely half at a time.
