This service is particularly beneficial for soldiers using it for transport to dining facilities. He complimented the microtransit team for their work. Councilmember Rick reminded residents about upcoming closures for Juneteenth (June 19th) and observed Independence Day (July 3rd), urging caution with fireworks due to dry conditions and potential penalties.
City Council Commemorates 250th Anniversary of US Independence with Proclamation and Ceremonial Signing
The City Council conducted a proclamation ceremony commemorating the 250th anniversary of the United States. Mayor Sharon Thompson, Mayor Pro Tem Tamara Estes, and council members Marsha Ginke, Shawn Verhoff, Gordon Rick, Audrey Rufinach, and Jennifer Herseberg participated. Following the reading of the proclamation, the council members reenacted the signing of the Declaration of Independence for a commemorative photo opportunity. The proclamation emphasized the enduring principles of equality, unalienable rights, and government by consent of the governed, and encouraged civic engagement.
Fire Station Four Staffing Put on Hold Pending Grant Decision; Design Fees Approved
Chief Graham recommended pausing the staffing component for Fire Station Number Four pending the outcome of the SAFER grant application, expected in September. The SAFER grant (Staffing for Adequate Fire and Emergency Response) provides federal funding for adding personnel. If the grant is not awarded, the staffing recommendation will be revisited in October. The council was asked to consider approving architectural and design fees of approximately $400,000 for Fire Station Four, as the design phase is nearly complete. The resolution (26-032) was amended to remove the staffing details and focus solely on approving the architectural and design fees. The motion to approve the resolution as amended passed with seven 'yes' votes.
City Approves Amendment to Intergovernmental Agreement for Community Development Block Grant Program
The City Council considered Resolution 26-031, which executes an amendment to the 2008 intergovernmental agreement with El Paso County for participation in the Community Development Block Grant (CDBG) entitlement program. Mr. Trainer explained that CDBG is a federally funded program assisting with issues like quality of life, low-income needs, veterans' issues, and ADA compliance. Fountain, being under 50,000 population, collaborates with the county for CDBG funds. HUD required an amendment to the agreement due to changes in their regulations. The resolution adopts amendment number three to the 2008 agreement. Councilmember Veerhoff moved to approve the resolution, and Councilmember Rufnak seconded. The motion carried with seven 'yes' votes.
Community Market Unveils 10th Anniversary Coloring Book to Fund Kids Day Activities
Diane Jackson Redding, coordinator for the Fountain Community Market for 12 years and owner of Dolly Red Design, presented the community market's 10th-anniversary coloring book. The book, featuring vendor names, aims to raise funds for 'Kids Day' at the market, which provides backpacks and other fun items for children. Last year, 120 bags were given out in an hour, and this year they plan to distribute 250 bags, with a goal of reaching 500. The books are priced at $5 each, with all proceeds supporting Kids Day. Redding requested the council's assistance in spreading the word about the book sales.
