Castle Rock to Purchase Phase 1 Water Infrastructure Amidst Treatment Plant Challenges

An update was provided on the Tallgrass Agreement, also known as the Box Elder project, a major imported water supply project initiated in 2013. The project involves a public-private partnership with Tallgrass to build the first phase of infrastructure to collect water from the Lost Creek and Box Elder basins. The interim plan was to lease water to the oil and gas industry for revenue until the water rights could be utilized by the town. Phase 1 infrastructure, including 11 wells and 9 miles of piping, was completed. However, a new challenge emerged regarding the East Cherry Creek Valley Water Treatment Plant's inability to treat groundwater influenced by surface water, which is characteristic of Castle Rock's groundwater. This requires treating water on-site or exploring alternative options, such as partnering with Aurora for its water treatment capabilities. Due to these complexities and the inability to finalize an agreement with Tallgrass by July 1, the town will proceed with purchasing the Phase 1 infrastructure for $15 million as budgeted. The town will continue to work with Tallgrass on potential options for delivering water to the Aurora site and with EECV, but the current deadline for the agreement was missed.

Town Receives Clean Audit Opinion; Material Weakness Identified in Federal Award Controls

The Town Council received a presentation of the 2025 audited financial statements. The audit resulted in a clean, unmodified opinion, signifying that the financial statements are presented fairly and in accordance with accounting principles. The auditors highlighted a 'matter of emphasis' paragraph concerning a correction of an error in the prior year's financial statements, which management identified and corrected, and stated this did not impact the audit opinion. A single audit report on the town's federal awards identified one material weakness in internal controls related to the single audit program, specifically regarding evidence of Douglas County. The auditors also noted that the town complied with all professional and ethical standards. Councilmembers Brooks and Dietz commented positively on the auditor's qualifications and the thoroughness of the audit, especially given it was a first-year audit for the company. The town staff emphasized that the clean opinion validates the accuracy of the quarterly and monthly department reports provided to the council and department heads. They also introduced the 'Popular Annual Financial Report' as a more accessible summary of the town's financial performance and strategic priorities.

Town Council Approves Community Grants for Three Local Organizations

Age Wise Colorado requested $1,000 for targeted outreach to increase awareness and local usage of their age-related resource navigation services in Castle Rock. A Precious Child requested funding to serve over 100 Castle Rock children and caregivers through their resource bridge program, providing essential resource navigation and community distribution events. Councilmember Brooks clarified the preference for Castle Rock-based nonprofits and the process for handling applicants exceeding the initial five. A motion was made and seconded to award funding to the three recommended organizations.
