St. Louis Survivors Legal Support Highlights Critical Need for Domestic Violence Services and Legal Aid
Mike Burton, former judge and executive director of St. Louis Survivors Legal Support, presented on the critical need for services addressing domestic violence. He highlighted the high statistics of domestic violence, the inadequacy of current resources like the single shelter in St. Louis County with limited beds, and the severe impact of domestic violence on children, comparing exposure to PTSD from combat. Burton emphasized that domestic violence orders of protection are not always effectively enforced due to lack of resources and consistent officer involvement. He stressed the importance of legal representation, noting that individuals are three times more likely to prevail in court with an attorney. His organization provides free legal representation and outreach in the community, partnering with police departments, hospitals, and libraries to reach victims. He also mentioned specific initiatives in Florissant, including a partnership with the Florissant Police Department where staff are available at the police station every Thursday.

Floresant City Council Considers Revisions to Exterior Materials Code
The City Council held a public hearing regarding a proposition to amend Article 4, Land Use, Limitations of Exterior Materials, also known as the City's Masonry Code. The proposed amendments aim to create new definitions, material uses, and locations for masonry and masonry-like materials. Debbie Urban, Building Commissioner, explained that the city has worked on this for two years and the final ordinance includes revisions based on feedback, such as considering smaller parcels for infill development and accepting metal panel cladding and container-derived exterior cladding material. The goal is to provide more flexibility for new construction and rehab projects.

The council moved to accept and read Bill Number 10235, which amends section 125.065.a regarding judge job classifications and grade levels by adding a certain job classification. The bill passed and became Ordinance Number 9225. Additionally, Bill Number 10239, authorizing a contract with Regis Commission for Information Security Governance and Policy Framework Development, was read and passed, becoming Ordinance Number 9226. Bill Number 10240, authorizing the mayor to accept a proposal from FAAC Incorporated for a police driving simulator and appropriate additional funds from a safety grant, was also passed, becoming Ordinance Number 9227. Special Use Permit for Stevens Group Construction Office Discussed, Minor Ordinance Concerns Raised
The Steven Group requested a special use permit to operate a construction contractor business at 1171A North Highway 67 in a B3 extensive business district. The petitioner, Tawan Stevens, explained that the vacant building would be used as a construction office for storing tools and materials, and for meeting to go over project plans and strategies. He clarified that the business focuses on rehabbing houses and does not involve heavy equipment or extensive prefabrication. Concerns were raised regarding operational hours, the name of the business (Stevens Group vs. Stephen Group), and existing ordinance violations on the property. The council discussed the need for clarity on 'operational activities' and the absence of a washdown area. A resident, Lou Jurles, commented on a minor issue with paragraph 13 of the bill regarding noise, suggesting the addition of the word 'prohibited' before an exception.
