Lynenwood Development Phase One Final Plat Approved; Employee Benefits and City Budget Reviewed
The Durant City Council considered the final plat for Phase One of single-family homes for the Lynenwood development, located near Lynwood Drive and North First Avenue. This plat matches the previously approved preliminary plat and was unanimously approved by the Planning Commission with four yes votes and zero no votes. The development aligns with the city's future land use map. There are plans for one to two more phases of single-family homes and potentially additional apartments in the future. The council also approved the employee health and dental benefits package renewal with Blue Cross Blue Shield, vision benefits with VSSP, and group life insurance with The Hartford. This involved changing from two to four rate tiers for employees, which is expected to make pricing more equitable, though some family plans may see an increase in cost. The city's contribution remains 100% for employee-only premiums. The proposed budget for fiscal year 2026-2027 was also presented, including a 3% cost of living adjustment for all employees and significant increases in the IT service fund due to upgrades following a cybersecurity attack in June 2025. Overall expenditures remain largely flat, with police and fire budgets consistent.
Durant City Utilities and Development Authorities Approve Budgets for 2026-2027
The Durant City Utilities Authority reviewed and approved its proposed budget for the fiscal year 2026-2027. The budget projects a 3% increase in sales and use tax revenue and a 5% increase in the overall utility authority budget compared to the previous year. The capital improvement fund is budgeted separately. The Durant Development Authority also reviewed its proposed 2026-2027 budget, which remained largely flat, with a slight increase in sales tax and a significant increase of approximately $900,000 in use tax. This authority acts as a pass-through for sales tax dedicated to school bonds.
Durant City Council Approves Emergency Operations Center Parking Lot Paving and Renames Big Lots Boulevard
The Durant City Council approved a bid from Miller's Asphalt for $86,940 to complete the parking lot at the Durant Emergency Operations Center. This project addresses the current lack of sufficient paved parking, with most areas being grass, dirt, or mud depending on weather conditions. The project will pave both the north and east sides of the building. Miller's Asphalt was the lowest of six bids received, and they have a good local reputation. The company aims to start the project the following week, potentially coordinating with dirt contractors working across the street. The council also approved Resolution R2026-05, renaming Big Lots Boulevard to Chuckaway (Chakaw Way), following the closure of the Big Lots store and in partnership with the Chakaw Nation. This change will involve replacing signage within two weeks. Public input was sought, and the Chakaw Nation expressed strong support for the name change, emphasizing its symbolic meaning and partnership with the city.
Durant Airport Authority Approves Appointments, Budget, and Discusses Infrastructure Projects
The Durant Airport Authority approved several consent items, including the appointment of J. Scott Lawrence and Michael Gaffney to the Durant Airport Advisory Board, and the regular session minutes from May 12th, 2026. They also reviewed and approved the proposed budget for the Durant Airport Authority for fiscal year 2026-2027, which showed a modest increase of 1.11% from under $2 million to just over $2.1 million. The authority noted that the airport is largely self-sustaining and is not requiring significant fund transfers. Significant ongoing projects include the design and engineering for an air traffic control tower, funded by a $3 million state legislative grant, and the construction of two new hangars through a grant program with a 95% grant coverage and 5% city match. Another project is underway at one of the apron hangars.
