City Adopts Consolidated Salary Schedule Reflecting MOU and Manager Contract Adjustments
Director of Administrative Services Kristen Peterson presented the consolidated and comprehensive citywide salary schedule. This schedule reflects the third year of a three-year memorandum of understanding (MOU) with city employees, the recently extended city manager's contract, and the salary adjustments for unrepresented employees approved in May. The schedule will take effect July 1st for unrepresented employees and the city manager, and July 5th for represented employees, as per the MOU.
City Seeks Continued Participation in CDBG Program, Anticipates $110,000 Allocation
Tina Gall, the city's Community Development Block Grant (CDBG) Consultant, presented a request for the city to continue its participation in the Los Angeles Urban County CDBG Program for the 2027-2030 cycle. This involves entering into a cooperation agreement with the Los Angeles County Development Authority. Gall noted that annual allocations have generally seen a decrease of approximately 2% and anticipate the city will receive about $110,000 for the upcoming fiscal year. Increases beyond the standard allocation are not typical, though unspent funds from prior projects can sometimes augment the amount.
Caden Espino Appointed as Assistant Civil Engineer
The Community Development Department, Public Works team, introduced Caden Espino as their newest Assistant Civil Engineer. Espino previously worked as an intern for the city of Ontario. Council members expressed enthusiasm for his arrival and inquired if he would be involved in future large-scale projects like the sports complex.
City Manager Employment Agreement Amended to Include Salary Increases and Bereavement Leave
City Attorney Typhan presented the second amendment to the City Manager employment agreement for Brian Villa Lobos. The amendment includes a 2.5% salary increase starting July 1st, 2026, and an additional $500 per month in deferred compensation, contingent on meeting council expectations. In the second year, beginning July 1st, 2027, a 3.5% salary increase and an additional $400 per month in deferred compensation are proposed, also tied to performance evaluations. A new provision for up to 40 hours of paid bereavement leave was also added, aligning with benefits for other city employees.
Community Programs Thrive as City Enhances Engagement and Celebrates New Business Openings
Mayor Pro Tem Sam Kang highlighted the success of the 'Splash at the Park' event, noting his son's enjoyment. He also attended the City of Hope groundbreaking for a new pathology and radiation oncology building, emphasizing its benefits for patient care and staff working conditions. Kang also attended the ribbon-cutting for 'Code and BOT', a youth coding robot program, noting its value as a summer activity and its significance as the first US location. He also pointed out the nearby first BP station, indicating DeWarty as a location for international businesses. Kang praised the city's improved social media presence and transparent communication efforts, including online public comments via Zoom. He concluded by commending the creative advertising for the July 3rd event, seeing it as a forward-thinking approach relevant to modern times.
