Arcadia City Council Approves Consent Calendar, Including Museum and Library Donations
The City Council approved the consent calendar items with one objection from Councilmember Kwan. Notably, the council approved donations from the Friends of the Guild Museum ($12,550 for programming and supplies) and the Friends of the Arcadia Public Library ($50,000 for library programming). Councilmember Kwan objected to Resolution 7701, a supplemental budget appropriation of $35,707 for the 911 Viper system, and other items with large financial stakes, requesting they be moved to a future meeting for further discussion, citing the late hour and the need for more time to review. The majority of the council, however, voted to approve the consent calendar.
Arcadia Adopts 2025 Urban Water Management and Contingency Plans
The City Council adopted Resolution 7702, approving the 2025 Urban Water Management Plan and Water Shortage Contingency Plan. The plan outlines the city's water supply reliability, projected demands, and strategies for responding to various levels of water shortage. Key findings include the city's ability to meet demands through groundwater adjudication in the Maine and Raymond Basins, with the option to purchase imported water and treated water from the Metropolitan Water District if necessary. The plan incorporates a six-level water shortage response strategy, focusing on customer education, leak detection, and water conservation measures. The city met its 2020 water use target of 238 gallons per capita per day, with actual use at 230 gallons per capita per day in 2019-2020. No public comments were received regarding the plan.
Arcadia Approves Residential Refuse and Recycling Rate Adjustments
The City Council reviewed and approved proposed rate adjustments for residential refuse and recycling services provided by Waste Management. The city received only three official protests out of over 10,000 ratepayers, well below the 50% threshold required to block rate increases. Staff highlighted that the proposed rates remain competitive within the San Gabriel Valley, offering a high level of service for the cost. The resolution to adopt the new rates (Resolution 7700) passed 5-0.
Arcadia Reorganizes Public Works Department for Efficiency and Cost Savings
The City Council approved a resolution to reorganize the Public Works Services Department, consolidating engineering divisions from Development Services and Public Works under a single director, Mr. Cranmer, who will also be promoted to Assistant City Manager/Public Works Services Director. This reorganization aims to improve collaboration, create economies of scale, and achieve cost savings. No positions will be eliminated, though some may be downgraded or upgraded. The reorganization is expected to yield approximately $20,000 in short-term cost savings, with potential for greater long-term efficiencies. The approved arborist position will also be integrated into this department. The resolution (number 7703, amending 7598 and 7704, amending 7594) passed 4-1, with Councilmember Kwan voting no.
Arcadia City Council Overturns Planning Commission Denial, Approves Fairview Avenue Condo Project
The City Council heard an appeal regarding the denial of a multifamily residential condo development at 514 Fairview Avenue. The Planning Commission had denied the project twice, citing concerns about massing and compatibility with the neighborhood, but staff advised that state law (SB 330 and Housing Accountability Act) limits denial to specific health and safety concerns, which were not identified. The developer has appealed the denial, highlighting compliance with objective development standards and potential penalties for the city if denied. The council discussed the legal implications of state housing laws, the definition of health and safety concerns versus aesthetic or neighborhood compatibility issues, and potential concessions offered by the developer. The council ultimately voted to approve the appeal and the project, overturning the Planning Commission's decision, with conditions of approval including opaque windows on specified sides of the third floor, installation of benches and amenities in the rear yard open space, and notification to neighbors regarding abatement during construction. The council also addressed potential CCNR requirements related to noise, use restrictions, and contact information.
