Danville City Council Approves FY2027 Budget and Tax Reductions, Approves $500 Retiree Bonus

The City Council approved the fiscal year 2027 budget, capital, and special projects plans. This included approving a resolution for the budget of various funds for the fiscal year ending June 30, 2027, and a resolution for the fiscal year 2027 capital and special projects plan. They also approved an ordinance for the budget appropriation for fiscal year 2027. Additionally, they approved a resolution amending and reordaining section 37-30 of the Danville City Code to decrease the personal property tax from $3.45 to $3.35 per $100 of assessed value, effective January 1, 2027. A resolution was also approved to eliminate the vehicle license fee, effective January 1, 2027. The financial report for the general fund through the end of May indicated strong collections for real estate and personal property taxes, slightly under budget for public service real estate and sales tax, but performing well for meals and lodging taxes. Casino-related revenues were projected to exceed budget by approximately $2 million, contributing to the capital expenditure reserve fund. Interest and investment income also outperformed the budget. Departmental spending was under budget, largely due to vacancy savings. The council also approved a motion to provide a $500 bonus to retirees, to be paid in July, which was noted as not materially affecting reserves. The city manager's report indicated that the casino revenue excess would add approximately $2 million to the capital expenditure reserve fund, bringing the total to about $5 million at the council's discretion. Finally, the council approved a motion to provide a $500 bonus to 781 retirees, with payment to occur in July, impacting the new fiscal year.
