Resident Highlights Concerns Regarding Overgrown Trees, Abandoned Vehicles, and Road Maintenance
Resident Pauline King raised several concerns: overgrown trees on Houston Street needing trimming, abandoned vehicles on private property that appear to be unlicensed and uninspected, debris on Houston Street, and a significant pothole on Highland Avenue. She also requested a brighter street light for her residence. The Mayor directed her to the appropriate department heads for the trees, debris, and pothole, and to the police commissioner regarding the vehicles.
New Officers and Cadets Sworn In to Chester Police Department
The council approved resolutions to ratify the appointment of patrol officers and police cadets. Three officers, Shephard A. Lamont Red, Luca Rizzy, and Jonathan Keaney, were appointed to the Chester Police Department. Two PEDAM police cadets, Demetrius Brian Dillard and Justin Rivers, were also appointed and will attend the county academy. During the swearing-in ceremony, Officer Garner, a lifelong resident, expressed his commitment to giving back to the city. Other new officers also shared their motivations for serving in Chester. The discussion emphasized the importance of local residents serving the community and the rare opportunity for paid cadet training.
Resident Inquires About Trash Collection, Property Maintenance, and Traffic Safety; Council Addresses Route 291 Concerns
During public comment, resident Margaret Brown questioned who controls trash pickup routes and decisions, and who is responsible for clearing weeds on private property with fences. She also raised concerns about ATVs racing on Route 291. Director Andrew Haymon was identified as the person to contact for trash inquiries. Nona Watson was identified as the contact for lawn and grass issues. The police commissioner was suggested as the contact for ATV issues. Additionally, resident Bonnie Waits described two recent accidents at Second and Ward due to traffic issues on Route 291 and expressed frustration over the lack of signage and safety measures.
City Council Reviews Ethics Code Amendments to Strengthen Conflict of Interest Policies
Ordinance B6, concerning amendments to the city's Code of Ethics, was presented for first reading. The solicitor explained that the changes clarify that city employees and officials are bound by the same code of ethics, regardless of directives or policies, ensuring ethical considerations are paramount. The ordinance aims to address potential conflicts of interest and strengthen the ethical framework for city personnel.
Handicap Parking Zones Approved; 911 Memorial Trail Signage Installation Authorized
The council approved resolutions authorizing the installation of handicap parking zones in three locations: the 1300 block of Renshaw Road, the unit block of Warell Street, and the 900 block of West Fifth Street. Additionally, they approved the installation of 911 National Memorial Trail wayfinding signage within the city and authorized city officials to coordinate its implementation.
