But Silver Bow Considers Urban Fire Boundary Expansion to Montana Connections Industrial Park Amidst Tax Concerns
The council considered an ordinance to extend the urban fire boundary to include the area formerly known as Montana Connections, which is an industrial district with high-risk conditions. The proposal aims to incorporate this area into the fire district following the expiration of a TIFID agreement in 2022. Director of Fire Services Zach Osborne stated that this change may impact businesses but ensures equitable contribution towards fire protection services. Concerns were raised by RECC Silicon regarding a disproportionate tax burden, arguing their tax hike would be significantly higher than other businesses and that it might violate Montana law regarding equal protection and taxation.
Council Reviews Proposals for Federal Safe Streets for All Grant to Enhance Urban Transportation Safety
The council reviewed four proposal responses for the Safe Streets for All (SS4A) program, a federal grant aimed at improving transportation safety for pedestrians and cyclists. The program will update the existing 2012 transportation safety action plan, incorporating data and observations to identify safety improvements. The RFPs are from Sandbell, SCJ Alliance, IMEG, and KDson and Associates. The selection committee, including directors of Community Development and Public Works, will make a recommendation. A motion was made to refer the communication back to the planning department for the steering committee's recommendation. Director Julia Crane explained the program's focus on urban safety, coordination with MDT, and the process for collecting data, including potential public participation. Concerns were raised about the accuracy of traffic data collection, particularly near Montana Tech during school breaks.
Public Library Seeks City Support for Solar Panel Grant Project
Steph Johnson, representing the public library, requested to be on next week's agenda to discuss a $39,000 grant award from Northwestern Energy for a solar installation on the library's upper roof. The total project cost is estimated at $92,000. The library is seeking $25,000 from Silver Bow to supplement the grant and anticipated federal rebates. Johnson expressed excitement about the opportunity, noting that the Montana State Library provides approximately $18,000 annually for library services.
