Bismarck Honors Humanitarian Efforts with Annual Awards
The Bismarck Human Relations Committee presented the 2025 Humanitarian Awards. The Youth Humanitarian Award was given to Levi Engelstad for his consistent volunteer work and initiatives like creating welcome kits for new students and May Day cards for those struggling. The Adult Humanitarian Award was presented to Megan Frankel-Mann, director of Hope Manor, for her dedication to supporting individuals in recovery, exemplified by her work with residents and a personal letter from a grieving mother. The Organization Humanitarian Award recognized the peer-to-peer program at Century High School for fostering inclusion and genuine friendships for students with disabilities, highlighted by their 'Neurodiversity Palooza' event.
City Commission Discusses Prioritization Framework for Half-Cent Sales Tax Road Projects
The commission received an update on the half-cent sales tax for roadways and discussed a methodology for prioritizing projects. The sales tax, approved by voters, will fund a mix of arterial road reconstructions, extensions to developing areas, and local/collector routes. Staff proposed an evaluation methodology and matrix to prioritize projects based on criteria like connectivity, traffic operations, safety, pedestrian/bicycle/transit connectivity, and existing infrastructure deficiency. Implementation feasibility and community benefit were also considered. The commission did not take action but provided feedback, suggesting consensus on the proposed criteria. Future discussions will include applying the methodology and addressing special assessments for roadways, water, and sewer lines.
Boulder Ridge Subdivision Final Plat and Zoning Amendment Approved
The commission considered Ordinance 6670, a zoning map amendment and subdivision plat for 'Boulder Ridge 8th Edition.' The request from Five Guys Investments LLP sought to rezone 13.6 acres from Agricultural to R10 Residential (now RS Residential Suburban) and P Public (now OS Open Space). The property is identified as urban neighborhood in the future land use plan. Adjacent uses are primarily single-family residential. The Planning and Zoning Commission recommended approval. During the public hearing, concerns about traffic, landscape buffers, and special assessments for a park were raised. The applicant clarified future development plans for adjacent land. The commission approved the ordinance and plat.
Clear Sky Second Edition Subdivision Plat and Zoning Amendment Approved
The commission reviewed Ordinance 6671 and the major subdivision final plat for 'Clear Sky Second Edition.' FRF Investments and 94 Investments LLP requested rezoning from R5 Residential and A Agricultural to R5 Residential (equivalent to RS Residential Suburban). The 19.18-acre development includes seven lots and four blocks and is designated as urban neighborhood in the future land use plan. Adjacent areas are developing single-family residential and agricultural land. The Planning and Zoning Commission recommended approval with conditions, including obtaining off-site storm water and drainage easements and approving a waiver for minimum lot width for one lot. No public comments were received. The commission approved the ordinance and plat.
Bismarck's Red, White, and Boom Celebration to Feature Drone Show, Symphony Orchestra
Will Sattler of FNATEX Events provided an update and invitation for the second annual Red, White, and Boom 4th of July celebration. The event will take place on July 4th at the MDU Resources Community Bowl, utilizing the Babadick Grass Soccer Field. New this year are a drone light show by Sky Elements, performances by the Bismarck Mandan Symphony Orchestra, and expanded family programming with over 14 food vendors. The event aims to be a community-wide celebration, with significant coordination involving the City of Bismarck, Burley County, and various other local organizations. Last year's event attracted over 8,000 attendees.
