Contract Awarded for Property Cleanups and Emergency Board-Ups

The City Council awarded a contract for property cleanups and emergency board-ups to RACM LLC, doing business as ServePro. This contract is intended to be the final piece in revamping the code enforcement process by providing a contractor on call for larger projects, such as dilapidated garages or overgrown yards, when court permission is granted to enter a property. It will also cover emergency board-ups for commercial buildings after incidents like vehicle impacts, and address situations where property owners have been removed from homes and subsequent issues arise (e.g., burst pipes, animal entry). For fire-related board-ups, the contractor will bill insurance companies or property owners, not the city. For nuisance abatements, the city will attempt to recover costs from property owners. The contract is for specified amounts as detailed in the bid sheet, subject to contract execution.

Berkeley City Council Approves Fourth Quarter Budget Amendment

The City Council reviewed and approved the fourth quarter budget amendment (2026-5) for the 2025-26 fiscal year. The amendment adjusts revenues and expenses by $374,000, primarily due to increased internal equipment charges resulting from a heavy snow season and improved tracking software. Expenditure adjustments include the final pension contribution amount and a shift in healthcare costs between retirees and actives. Various other funds, including major and local streets, recreation, senior activities, and parking, also saw adjustments. The goal is to ensure expenditure budgets are set appropriately to aim for coming in under budget across all departments.

Berkeley Proclaims June as National Cancer Survivors Month

The City Council recognized June as National Cancer Survivors Month with a proclamation. The proclamation highlights Berkeley as a community built on compassion and mutual support, honoring residents facing life's challenges, including cancer survivors and their care teams. It acknowledges advancements in medical research leading to increased survival rates and the unique challenges survivors face, emphasizing the need for awareness, community resources, and support systems. The month is a tribute to resilience, an inspiration to newly diagnosed individuals, and an expression of gratitude to supporters. The city reaffirms its commitment to cancer research, education, and accessible care, encouraging residents to celebrate survivors, raise awareness, and support the fight against cancer. The proclamation was made on June 15, 2026.

Berkeley City Council Amends Zoning Code

The City Council considered the second reading and adoption of an ordinance to amend various sections of the city's zoning code (Chapter 138). Key changes include clarifying the definition of commercial vehicles to have a gross weight over 10,000 lbs, moving definitions related to performance guarantees to the main definitions section, adding the term 'mixed use' under general standards for performance guarantees, setting a period for project completion, allowing administrative extensions, modifying security bond amounts, and deleting the requirement for a completion agreement. The ordinance also renames the 'multiple family development' site type for clarity, provides regulations for standalone parking lots, revises time limits for temporary signs, modifies requirements for non-conforming signs, clarifies shared-use parking location, prohibits commercial vehicles at single and two-family dwellings, allows annual parking passes to count towards requirements, and clarifies that applicants can present sketch plans to the planning commission as a discussion item. The proposed changes aim to refine definitions, improve clarity, and update regulations related to development, signs, and parking.

Berkeley to Continue Participation in County CDBG Program

The City Council considered a resolution to express interest in continuing participation in the Oakland County Urban County Community Development Block Grant (CDBG) Program for the years 2027, 2028, and 2029. The city has been a participant in this cooperative agreement for several years. The current agreement automatically renews unless HUD requires an amendment. The choice is to re-opt in or opt out, which would mean going directly to the federal government for CDBG funding instead of through the county. Historically, the city received standard amounts for yard services and large print books, and around $30,000 annually for larger projects like ADA-compliant sidewalk work. Larger projects are now handled through grant funding. The recommendation is to opt into the county's program for the upcoming cycle, while acknowledging that opting out and going directly to the federal government might be worth exploring in the future due to recent formula changes. Residents also benefit from HOME funding if the city contributes to it at the county level.
