RHSO Contract Renewal Approved, Highlighting Housing Services Across 10 Towns
Kristen Gieshard, Director of the Regional Housing Services Office (RHSO), presented an update on its services and a draft Inter-Municipal Agreement (IMA) renewal for FY27. The RHSO, established in 2011, provides housing services to 10 towns through Concord as the lead community. Services include monitoring homeownership and rental units, managing subsidized housing inventory, administering home programs, and assisting with housing plans. Gieshard highlighted specific services provided to Bedford, including rental assistance lotteries and grant programs. The board discussed the budget, noting a slight overall decrease for Bedford despite an increase in administrative costs from Concord. The board voted to approve a three-year extension of the IMA.
Special Education Stabilization Fund Withdrawal Approved to Cover Budget Shortfall
The Select Board approved a transfer of up to $250,000 from the Special Education Stabilization Fund to the School Department operating budget. This withdrawal is the first since the fund's establishment in FY24 to buffer unexpected special education costs. The need for the withdrawal was exacerbated by the state legislature's failure to fully fund circuit breaker transportation reimbursement. The current fund balance is $950,000, and the town intends to continue depositing free cash to maintain the fund near its maximum. The approval was 5-0-0.
Public Works Permit Fees to Increase Effective July 1, 2026
The Select Board approved proposed fee increases for permits issued by the Public Works Department, effective July 1st, 2026. The review aimed to align fees with the actual costs of providing services, following case law regarding voluntary and compensatory fees. The board approved the fee schedule 5-0-0.
Town Counsel Selection Tabled After Interviews with Three Firms
The Select Board interviewed three firms for Town Counsel services: Anderson & Kreiger, KP Law, and Tellerman, Costa & Associates. After extensive discussion and deliberation, the board decided to table the decision until the next meeting to allow for further reflection. All three firms were praised for their qualifications and experience, with particular attention paid to their fee structures, responsiveness, and experience with similar municipalities. KP Law was noted for its reputation and number of municipal clients, while Tellerman, Costa & Associates was commended for its perceived 'hunger' and partner-level attention. Anderson & Kreiger was acknowledged for their service during a turbulent period.
Sewer Fee Payment Deferral Approved for 277 Great Road Project
The Select Board approved a request to defer sewer connection and sewer II fees for the project at 277 Great Road. This deferral is a standard practice for larger projects with significant sewer costs, allowing fees to be paid later in the development process. The board approved the deferral 5-0-0.
