Banning City Council Meeting - June 23, 2026 - Part 5
Published: Jun 24, 2026
Matthew Bassey Appointed as Retired Annuitant for Community Development
The City Council accepted Resolution 2026-101, appointing Matthew Bassey as a retired annuitant for extra help in community development. Mr. Bassey previously served as interim Community Development Director and his appointment as extra help will allow him to continue assisting with planning, building, and safety duties. His hours are proposed to be reduced from 32 to 24-30 hours per week as part of a broader organizational restructuring. This appointment is necessary due to fiscal deficits and the need to reorganize the department. Councilmember Wallace was absent for the 4-0 vote.
City Council Approves Landscape Maintenance Contracts with Mariposa Landscapes
The City Council approved amendment number two to the landscape operation and maintenance contract for landscape maintenance district number one with Mariposa Landscapes Incorporated for fiscal year 26-27 in the amount of $92,114.62. This amendment is necessary to avoid a lapse in service as the current contract expires on June 30th. The increase in cost is attributed to escalating costs and flat revenues in certain zones, necessitating cuts in services to match available funds. The contract covers maintenance of common areas within specified zones, funded by property taxes. Additionally, the council approved amendment number eight to the citywide landscape services contract with Mariposa Landscapes for city properties and parks for fiscal year 26-27, totaling $200,128 for city properties and $172,734.80 for parks. These approvals ensure continued maintenance of city landscapes and parks. Councilmember Wallace was absent for the votes.
Banning Adopts 2025 Urban Water Management Plan and Water Shortage Contingency Plan
The City Council considered and adopted Resolution 2026-96, adopting the 2025 Urban Water Management Plan (UWMP), and Resolution 2026-97, adopting the Water Shortage Contingency Plan (WSCP). The UWMP is a five-year planning tool required by state law that assesses current and future water supplies to serve development. It includes a detailed analysis of water sources, supply reliability, and conservation measures. The WSCP outlines the city's response to water shortages through six stages. The plan projects sufficient water supplies to meet demands through 2050, relying on local groundwater and a small amount of imported water, with plans to incorporate recycled water. The city has met its water use efficiency targets. The council voted 4-0 to adopt both resolutions, with Wallace absent.
City of Banning Declares Fiscal Emergency to Address Structural Deficit
The City Council adopted Resolution 2026-102, declaring a fiscal emergency for the City of Banning. This declaration is deemed legally significant and operationally necessary to address a structural general fund deficit that currently exists. The declaration provides the City Manager and department heads with the explicit authorization to begin implementing emergency corrective measures, including program reductions, staffing adjustments, and discretionary spending freezes, before the formal adoption of the 2627 budget. It also supports initiating the meet and confer process with employee organizations as required by the Myers-Melias-Brown Act and strengthens the city's standing with external stakeholders. The council voted 4-0 to adopt the resolution, with Wallace absent.
