Woodbury Village Board Approves Abstract Payments, Budget Modification, Equipment Purchases, and Bond Resolution
The village board approved several financial matters, including abstract payments and a budget modification. Abstract one totaling $262,700.01 through $267,060.00 and abstract two totaling $377,766.82 were approved. A budget modification was approved to restore funds to the highway department operating budget for a vehicle purchase that was delayed. Additionally, the board authorized the release of bonds and escrows related to 'four corporate drive, formerly 14 corporate drive'. Fire department equipment requests for fiscal year 2026-2027 were approved, including batteries, bailout equipment, gear shelving, gas meters, and a calibration station for $12,717.25. A second request included a rescue mannequin, water can harness, house straps, entry tool kit, medical gloves, and equipment stickers for $4,778.34. A bond resolution was adopted for the acquisition of property at 77 Roselon Road for passive recreation purposes, not to exceed $2.8 million. Finally, a change order for sanitary sewer manhole repairs resulted in a net credit of $12,717.23 to the village.
Woodbury Approves Survey and Bond for Roselon Road Property Acquisition
The board authorized a proposal for a boundary survey for Roseln Road in the amount of $10,500, with an option to install locked corner markers at $150 per iron rod. The village declared its intent to serve as lead agency under SECRA for the acquisition of the property at 77 Rosalon Road, classifying it as an unlisted action. The board acknowledged receipt of the environmental assessment form parts one and two and adopted a negative declaration as per SECRA. A bond resolution was adopted to authorize the issuance of bonds not to exceed $2.8 million to finance the acquisition of the 77 Roselon Road property for passive recreation purposes.
Woodbury Village Board Reorganization Meeting: Appointments, Policy Adoptions, and Procedural Approvals
The village board held its reorganization meeting, appointing new deputy mayor and consultants, adopting policies, and approving meeting procedures and a procurement policy. Key appointments included Christopher Gratziano as Deputy Mayor and Christopher Gerver as Chairperson for the Planning Board, and Craig Brady as Chairperson for the Zoning Board of Appeals. The board also authorized H2M Architects and Engineering and Lankin Tully Engineering and Surveying as village engineers for fiscal year 2026-2027 to file applications on behalf of the village. Membership in various associations, designation of the Times Herald Record as the official newspaper, adoption of an investment policy and reimbursement rates, and public comment procedures were also approved. A procurement policy and fee schedule were adopted, with a note about potential adjustments to the fee schedule.
Woodbury Village Board Discusses Taxation Law and Site Plan Enforcement
The board conducted a public hearing for Introductory Local Law 4 of 2026, which aims to amend Chapter 277 (Taxation) of the village code to add a new article for the payment of taxes and fees prior to board approval. A suggestion was made to combine this law with another concerning code violations for efficiency, but it was decided to keep them separate as one deals with taxation fines and the other with site plan violations. The public hearing was closed, and a motion was made to adopt Local Law 6 of 2026. Separately, a public hearing was opened for Introductory Local Law 6 of 2026, concerning site plan enforcement by amending Chapter 310-45 of the village code. The planning board requested to comment on this law, leading to a decision to continue the public hearing to a later date (July 30th, 2026) after receiving their feedback. This law is intended to provide for the enforcement of site plan planning board resolution approvals.
