Councilmember Advocates for Privacy in Public Comment Address Disclosure

Councilmember Sam Ziarden Shortridge raised concerns regarding the public display of residents' addresses on meeting agendas and minutes. She noted that community members are hesitant to speak during public comment due to fear of repercussions from their addresses being made public. She questioned the necessity of collecting full local addresses, suggesting that stating the city of residence might suffice to confirm residency status. Citing a recent incident where home addresses were removed from the city website, she proposed an agenda item to discuss the process for removing this information from public comment records and to explore alternatives that encourage greater public participation.

Council Accepts State Grant for West End Skate Park Project

The council considered and approved the acceptance of a grant agreement for the West End Skate Park project. The grant, awarded by the state, totals $550,000 and was one of eight skate parks selected from a pool of $4 million across Minnesota. The project has a total estimated cost of $620,000 for the build itself, leaving remaining funds for amenities. The city's contribution is approximately $156,000, which is sourced from a combination of in-kind contributions and funds raised by the fundraising committee, not from general fund tax dollars. The grant is a reimbursement grant, meaning the state provides funds after initial city expenditure. The fundraising committee, led by Zach Craig, has raised over $680,000. The council expressed appreciation for the efforts involved in securing the grant and moving the project forward. A discussion also touched on the importance of clear communication regarding grant funding versus tax dollars to inform the public.

Aquatic Center Opening Delayed Due to Contractor Issues; City Reaffirms Payment

City Manager Chad Ubull provided an update on the Aquatic Center project, stating that the pool's opening has been delayed due to contractor delays and supply issues. The original opening date was June 6th, and it has been pushed to June 17th, though this remains uncertain. The pool is filled, and new filtration and mechanical systems have been installed and tested, appearing to be functional. However, final checks and a state inspection are still required before opening. Ubull clarified that the city has paid all contractor invoices, totaling approximately $300,000, and the delays are solely attributable to the contractor, not the city. Swim lessons and water fitness classes are currently being held at St. Mary's University. Updates will be communicated via the city's website and social media.
